Mga panaghoy ng Sabana sa San Felipe, Zambales

LUMAPIT po sa inyong lingkod nitong nakalipas na Mayo 9, araw ng Sabado si Ate Rose at kasama ng ilang mamamayan sa opisina ng Hataw ang taga -Sabangan Baybay Neighborhood Association (SABANA) Inc., ng Bgy. Sto.Nino San Felipe, Zambales, tungkol sa isyu ng public domain, na nasasakop ng kapangyarihan ng DENR.

Narito po ang Liham ni Gng. Rosita G. FABI, miyembro ng SABANA, para sa OIC ng CENRO ng DENR sa Olongapo City.

Dear Madam:

We are residents of the Sabangan Baybay Association (SABANA), an association duly registered with the Securities and Exchange Commission, to bring to your attention the acts of certain individuals who sell/buy, and Illegally occupied lands of the public domain in Sitio Liwliwa, Barangay Sto. Niño, San Felipe, Zambales.

SABANA believes that their acts violates and frustrates the objectives of Executive Order (EO) No. 26, s.2011, otherwise known as the National Greening Program (NGP), which mandates the planting of trees in lands of the public domain. The Land involved herein has been previously identified as a site for reforestation activities under the NGP.

Sadly, the local government of San Felipe, Zambales under the Leadership of Mayor Carolyn S. Fariñas, despite knowledge of the forgoing acts and despite the illegal activities of said individual and has failed to protect the plantations and illegal occupation of lands of the public domain in Sitio Liwliwa would worsen if the national government does not intervene to address the problem.

     In this regard, we strongly urge your office to cause the prosecution of individuals who violated EO No. 26 and direct official and employees of the DENR to fully implement the NGP in Sitio Liwliwa, Barangay Sto. Niño, San Felipe, Zambales by ejecting illegal occupants, removing illegal structures in lands of the public domain that are covered by said program.

Rest assured that, once the area has been cleared of illegal occupants and structures, we will gladly assist the DENR in replanting trees as our humble way of supporting the government goal of planting 1.5 billion trees from 2011 to 2016, and vow to  protect said plantations, to the extend allowed by law, from those who will attempt to cut or destroy, in line with the convergence initiative under the NGP.

We have attached, for your reference, a resolution signed by members of SABANA urging the DENR to implement the NGP and prosecute persons who violate environment laws (Annex “A”).

The rule of law must always prevail and no one is above the law and most of all ignorance of the law excuses no one. Not even P-noy, down to the level of barangay chairman, et’ al. A public servant is a public trust. Are you aware of this barangay Sto. Niño chairman?
