Coconut Levy Trust Fund Bill isinulong ni Villar (Para sa magsasaka at sa industriya

coco levyTINIYAK ni Sen. Cynthia Villar na makatutulong ang panukalang batas sa pagbuo ng coconut levy trust fund para tiyakin ang pagpapatupad ng mga programa kung saan may 3.5 milyong coconut farmers sa bansa ang makikinabang.  

Isinusulong ni Villar, chairperson ng Senate Committee on Agriculture and Food, ang committee report sa Coconut Farmers and Industry Development Act of 2015 o Senate Bill No. 2675 sa ilalim ng Committee Report No. 106 ang substitute bill sa Senate Bill Nos. 455, 2126, 2467 at Proposed Senate Resolution No. 30.

Itinatakda sa panukalang batas ang pagbuo sa Coconut Farmers and Industry Trust Fund. Nakapaloob dito ang lahat ng coconut levy assets, kabilang ang special public funds na idineklara ng Supreme Court.

“We are confident that this law will finally resolve the decades-old issue surrounding the coco levy fund and will carry out its two-pronged goal—to help coconut farmers and develop the coconut industry,” ayon ka  Villar.

Binigyan-diin ng senador na ang coconut farmers ang ikinokonsiderang pinakamahihirap sa buong bansa.

Base sa National Anti-Poverty Commission (NAPC) report, sinabi ni Villar na ang coconut farmers ang may pinakamataas na antas ng kahirapan na aabot sa 60 porsiyento. Ang ansabing sector ay may per capita income na  P41  kada araw.

Aabot sa one-third  ang tinatawag na arable agricultural land o 3.5 milyon ektarya ang may tanim  na niyog na kumakatawan sa 68 sa  79 lalawigan at 1,195 sa 1,554 munisipalidad sa buong bansa.

Sa kanyang pakikipag-usap sa KM71 farmers na nagmartsa noong Nobyembre mula Davao patungong Maynila para isulong ang pagbuo ng coconut levy trust fund, siniguro ni  Villar na tratrabahuhin ng kanyang komite ang pagpasa sa panukalang batas ngayong  2015.

Nakuha rin ng grupo ang commitment ng Pangulo na bigyang prayoridad ang pagsasabatas nito.

 Kinakailangan sa panukalang batas ang audit at inventory ng lahat ng coconut levy assets na isasagawa ng Commission on Audit, kasama ang Presidential Commission on Good Government, at Philippine Coconut Authority (PCA).

“Because there are differing figures on how much the assets really cost, we are including the conduct of audit and inventory in order to account for all assets funded out of the coconut levy funds, including its nature, value, description, among others,” sabi ni Villar.

Itatatag ang Coconut Farmers and Industry Trust Fund Committee para tiyaking maisasakatuparan ang mga layunin ng panukalang batas. Ito ay bubuuin ng Secretary of the Department of Agriculture (DA) bilang  chair;  Secretary of the Department of Finance bilang  vice-chair;  National Economic and Development Administration (NEDA) Secretary,  PCA Administrator at 5 miyembro mula sa coconut farmers sector.

“Under the bill, all cash assets, reported to be about P70 billion, will become the initial capital of the trust fund. All non-cash assets will be transferred to the Trust Fund Committee and will be privatized by the Privatization and Management Office (PMO) within a 5-year period. The proceeds will be remitted to the trust fund and will augment its capital. The trust fund will be maintained perpetually and can only be invested in Philippine government securities. The Bureau of Treasury will be designated as the depository of the trust fund,” paliwanag ni Villar.

Limang porsiyento ng initial capital ng trust fund  ay gagamitin sa initial implementation ng plano at para pondohan ang gastos ng Trust Fund Committee, ang pagsasagawa ng audit and inventory, at pormulasyon ng plano at aktibidades ng PMO.

Ang Coconut Farmers and Industry Development Plan ay bubuuin sa loob ng 180 araw matapos ang effectivity ng batas. Ang mga programa at proyekto  sa ilalim ng apat na kategorya ay popondohan: 1) coconut productivity, kabilang ang intercropping at livestock raising; 2) community-based coconut enterprises, kabilang ang integrated processing ng coconut products at downstream products; 3) coconut farmers organization and development; at 4) social protection programs, gaya ng  medical, health at life insurance services, at scholarship grants.
