Lateral Attrition Law

MARAMING nagtatanong sa atin, if the Bureau of Customs can reach/meet their given revenue target for this year 2015 amounting to 456 billion pesos.

Kaya  dapat ay makakolekta sila ng 38 bil-yones sa isang buwan. Hindi naman kaya sila magkaroon ng problema sa koleksyon ngayon taon dahil mababa ang bilang ng mga dumarating na mga importation dahil sa dami ng mga okas-yon, pista opisyal at ang port congestion problem.

A senior house representative said that the law that imposes PENALTIES for failure to meet their revenue collection target in various government agencies including the Bureau of Customs must be implemented now.

Ito po ‘yun LATERAL ATTRITION LAW under REPUBLIC ACT 9335. The law that gives reward and punishment sa mga taong gobyerno for reaching and not reaching their given target collection.

Failure to meet their assigned target shall be subjected to dismissal from the service also.

Ang sabi ng mambabatas, there has been no enforcement of the lateral attrition law by the Aquino administration kahit daw ilang beses lagapak ang collection sa Customs at BIR.

Sa totoo lang po, the Aquino administration is not interested sa collection but more on elimination of graft and corruption practices sa government agencies. Ito marahil ang malaking dahilan bakit mababa ang kanilang performance sa kanilang target collection.

Kaya naman inilalagay ngayon ng Customs ang mga kargamentong dumarating under alert order to ensure proper duties and taxes will be collected.
