P2 Trilyon pagkalugi isinisi sa trapiko

TUMATAGINTING na P2 trilyon ang nalugi sa Filipinas mula 1999 hanggang kasalukuyan dala na rin ng lumalalang lagay ng trapiko sa Metro Manila at sa iba pang lugar sa bansa ayon sa Red Advocates, bagong tatag na multisectoral group na tumututok sa pagkakaroon ng tamang disiplina ng mga motorista sa lansangan.

Ani Brian Galagnara, presidente ng grupo, sa pag-aaral ng Japanese International Cooperation Agency (JICA), simula 1999, dahil sa labis na trapiko ay bumagal ang takbo ng ekonomiya dahilan para malugi ng hanggang P140 billion ang bansa.

Sa pag-aaral naman ng University of the Philippines simula 2001 hanggang 2011 ay umaabot sa P1.5 trilyon ang nawawala sa bansa dahil na rin sa katulad na problema.

“By these estimates, we can already come to the conclusion that the country had lost close or even more than P2 trillion over the years,” ani Galagnara.

“All of us are confronted with this problem in our daily lives. We must recognize the fact that this problem exists and it has been draining us as a nation. Traffic is a problem that can be cured by the active participation of all stakeholders – the government, the private sector and the general public.”

Dagdag ni Galagnara, ang nasabing magkahiwalay na pag-aaral ay may parehong resulta — ang pagkalugi at pagbagal ng takbo ng ekonomiya dahil sa masikip na trapiko.

“The findings of these studies are essentially the same. They peg the losses due to traffic at approximately 140 billion pesos annually.”

Sinasabing ang kalugian ng gobyerno ay nagmula sa nasasayang na gasolina, nauubos na oras sa biyahe ng mga empleyado, at iba pa.

“These are losses that should immediately be addressed,” Galagnara stressed, “because traffic is getting worse by the day due to our inaction.”

“Like corruption, traffic is something that affects us all, rich or poor. Even the powerful are powerless when our roads are clogged.”

Isa pa sa dahilan ay ang kakulangan ng traffic enforcers ng tamang pagsasanay bukod pa sa kakulangan nila sa pagpapatupad ng disiplina sa kanilang tungkulin.

“It is important for traffic enforcers to understand the driver mentality and behavior. Filipinos follow rules when enforced fairly and correctly like in Subic and when driving abroad,” diin ng grupo.

“This is the reason why we organized an advocacy group called THE RED ADVOCATES.  R, E, D, or RED, means Respect Equals Discipline,” aniya.

Nakikita ng grupo na ang higit na nagiging sanhi ng masikip na trapiko sa lansangan ay ang public utility vehicle behavior, turn-lane behavior; intersection behavior at maging ang pag-uugali ng mga pedestrian.

Pasok naman sa top five traffic violations ng mga motoristang Pinoy ang beating the red light; violation of no u-turn rules; violation of no loading and unloading rules; speeding at violation of one-way rules. (HNT)
