HINDI na bago ang sistema sa Philippine National Police (PNP) na magkakaroon ng malawakang galawan kapag mayroong bagong upong hepe ng pambansang pulisya. Hindi naman lingid sa kaalaman ng marami na nitong nakaraang buwan, umupo bilang hepe ng PNP si Police Brig. Gen. Debold Sinas.

Siyempre, inaasahan na rin na sa kanyang pag-upo ay magkakaroon ng reshuffle. Nag-umpisa na nga ang malawakang pagbalasa, marami nang naupong bagong regional director down to district director.

Sa Quezon City, bago na rin ang hepe ng pulisya rito, umupo nitong 1 Disyembre 2020 bilang District Director ng Quezon City Police District (QCPD) si Police Brigadier General Danilo Pepino Macerin. Pinalitan niya si PBGen. Ronnie Siroy Montejo na na-promote bilang regional director ng Police Regional Office 7 “Cebu Region.”

Pinangunahan siyempre ni bagong National Capital Region Police Office (NCRPO) Chief, PBGen. Vicente D. Danao, Jr., ang turnover ceremony na sinaksihan ni Quezon City Mayor Ma. Joy Belmonte bilang  Guest of Honor at Speaker.

Welcome General Mancerin.

Si Mancerin ay hindi na bago sa QCPD, naging QC pulis din ang opisyal. Naging deputy commander siya sa  Kamuning Police Station 10 bukod sa malapit rin siya sa tropa, ang QCPD Press Corps. Madalas rin siyang nagpupunta sa press office kapag mayroong okasyon. May bitbit man siya o wala, welcome na welcome siya sa tropang QCPD Press Corps. Hehehehe…

Ano pa man, si PBGen. Macerin ay kabilang sa Philippine National Police Academy (PNPA) Class of 1991.

Marami na rin ipinakatiwalang posisyon kay Mancerin. Kabilang ang pagiging NCRPO Chief Regional Staff (March 2020); CDDS ng  MPD (July 2017); CDDS – NPD (March 2017); RHQS, PNP Security Force Unit (July 2016); CIDG, RCIDU 11 Hqs. (January 2016); Chief PCR, CALABARZON (November 2010:, Chief of Police, San Pedro MPS CALABARZON (April 2010); Chief of Police Antipolo City, CALABARZON  (February 2008); HSS March 2006, at SAF 1995, at marami pang iba.

Sa turnover ceremony, ani PBGen. Macerin, “I bring to this new role my enthusiasm and positivity that we will always conduct ourselves with absolute fidelity to the rule of law and the intentions of public service.”

“To the officers and personnel of the QCPD, with courage, compassion and character, I hope that I will be able to guide you and help you stay dedicated, to our commitment to do our very best for Quezon City, to pursue and support our Chief PNP’s priority programs especially the anti-illegal drug campaign, our internal cleansing program, and to our commitment to optimize police services to the city.”

At siyempre, kanya rin sinusuportahan ang marching orders ng Chief PNP and RD, NCRPO… “we will focus on our crime prevention efforts and our police-community partnerships. We will focus on the quality of our actions, not just the quantity. I hope that we will consistently maintain a culture of integrity and community trust throughout our offices in the city – a culture in the QCPD that guarantees honesty and fairness, promotes and rewards ethical work, and ensures personal, professional and organizational excellence in all that we do, including the commitment to ensure public trust and confidence. Gawin natin ang tama, sa tamang paraan, para sa tamang dahilan,” anang bagong DD.

Binati ni PBGen. Danao si Mancerin kasabay ng pagsasabing naniniwala siya sa kakayahan ni Mancerin.

“I am confident that PBGen. Mancerin will continue the accomplishments of QCPD especially on its plans and programs that will certainly help Team NCRPO in implementing the PNP’s programs and pursuing the commitment to serve and protect the public,” pahayag ni PBGen. Danao.

Nagpahayag din ng suporta ang QC government lalo ang alkaldeng si Joy Belmonte.

“Ang ganitong programa ay sumisimbolo ng ating patuloy na pagtutulungan para mapanatili ang kaayusan at kapayapaan ng Quezon City. Sa aming panig handa ang buong puwersa ng Quezon City government na suportahan ang QCPD sa inyong misyon na gawing ligtas ang bawat QCitizen at umaasang makatutulog nang mahimbing sa gabi.

Well, masasabing hindi nagkamali ang pamunuan ng NCRPO sa pagtatalaga kay Mancerin. Abangan! Humanda kayong mga kriminal, drug pusher/dealer na kumikilos sa QC.
