BEFORE Usec. John Sevilla was appointed commissioner of customs, many shipments were placed under alert/hold order by the BOC Deputy commissioner Intel Jessie Dellosa. Most of them paid additional duties and taxes for the release.
Then came the new commissioner Sevilla, immediately he announced, a one peso anomaly/discrepancy in the payment of taxes is a already a form of cheating the government of its rightful revenue.

Kaya naman hindi raw matanggap ng bagong Customs commissioner ang mga kargamento na may diperensiya ng more than one peso at pinapayagan ng additional tax payment for their release.
Kung may discrepancy on actual payment of the shipment, hindi po ba tama lang na hulihin for cheating the government of its correct revenue in the first place?

And to counter this problem, ipinatatawag ni Comm. Sevilla ang customs examiners at appraisers to explain bakit nangyayari ang ganitong sistema sa pagbabayad ng buwis.
What is the reason why these shipments placed under alert order in the first place? For some derogatory information of Misdeclaration?
And if found to be correct ang declaration ng taxes, they will justify the mistake and additional payment will be impose.
Pwede ka bang magbayad ng additional tax kung tama naman ang iyong declaration on value and description of the items?
Hindi kaya ito ang sinasabing hanky-panky na dapat daw seizure ang nararapat na parusa for cheating the government of more than one peso in revenue? Tanong ni commissioner Sevilla.
Comm. Sevilla wants all provision of the Custroms Tariff code of values of goods must be upheld, regardless or whether the bureau suffers a dent in its collection duties and taxes or not.
Marami ngayon alerted shipments na nasa BOC commissioner’s office undergoing review for the approval/release of the shipment and some are being recommended for seizure.
Hindi naman kaya masyadong masakal ang stakeholders sa BOC at lalong maapektohan ang revenue collection ng Customs sa bagong polisiya ni Comm. John Sevilla?
