PINUTAKTI ng batikos ang spokesperson ng Metro Manila Development Authority (MMDA) na si Celine Pialago, isang dating newscaster at beauty queen. Nag-ugat ito sa ilang statement na ginawa niya. Bagay na hindi tinanggap nang maayos ng marami, at naging sanhi ng maraming batikos mula sa mga netizen.
Ang batikos ay nag-ugat nang sinabi niya na ang simpatya na ipinakita kay Reina Mae Nacino, isang political detainee na namatayan ng anak. Heto ang sinabi ni Pialago:
“Hindi lahat ng inang nakakulong ay nakapunta sa libing ng kanyang anak. Kaya ‘yung mga sumisimpatya kay Reina Mae Nasino, pag-aralan niyo mabuti ang dahilan bakit siya nakulong at kilalanin niyong mabuti kung sino siya sa lipunan.”
Matandaan na nadakip si Nacino sa isang raid sa opisina ng Bagong Alyansang Makabayan (Bayan) noong nakaraang taon. Ayon sa kanyang mga abogado, ang mga paratang ay gawa-gawa lamang. Kapapanganak lang ni Nacino, at ang tatlong-buwa niyang sanggol ay namatay habang nakapiit sa kulungan ang nanay.
Binigyan ng korte ng pahintulot si Nacino na dalawin ang labi ng anak, at makilibing. Sa lamayan, mistulang shooting ng ‘big scene’ dahil tila mas maraming pulis kaysa nakikiramay, at ang lahat ay armado ng malalakas na uri ng baril. Hindi ito nagmukhang lamay bagkus isang malakihang military operation at si Nacino ay naka-PPE, at nakaposas habang nakapalibot ang sangkaterbang pulis na pawang armado. Tama si Ms. Pialago nang sabihin niyang parang isang ‘teleserye’ ang lamay at libing.
Eto ang tanong ng marami. Dapat bang nagbigay ng pahayag si Ms. Pialogo? Pasok ba ito sa kanyang job description bilang tagapagsalita ng MMDA?
Kung nagsabi siya ng mga salitang “heto po ay personal kong opinyon” bago magbigay ng pahayag, wala nang issue. Sa kanyang posisyon bilang isang tagapagsalita dapat alam niya ang paggamit ng tamang PR.
‘Eto ang isang magandang napulot ko kay Ding C. Velasco tungkol sa paggamit ng tamang PR:
“I recall the tension and sleepless nights of an auntie who was the NAPOCOR spokesperson in 1993 to 1994 when the country had its worst energy crisis. The good economic outlook started by Cory Aquino in 1986 to 1992 started to bear fruit in early 1993 when foreign companies started building their factories here. As a result, the energy capacity then cannot cope with the sudden demand so six to twelve hours brownouts was enforced on residential communities when raw power was channelled to these new factories just to get the economy going.
“FVR and Energy Sec. Delfin Lazaro went on a building binge of power plants thru BOT/BTO schemes and my auntie was at the forefront of this massive info campaign. It was normal for her to be called to radio programs at ten in the evening to explain why the exclusive subdivisions in Makati and Quezon City had to endure 12-hour brownouts.
“My auntie was called names, some of them unsavory, but these she took all in stride. One thing she never did was to be ‘supladita.’ She endured every negative perception and name calling thrown her way. She understood that people were frustrated and the fury directed her way will only stop and lessen once the new power plants became on stream.
“This went on for almost two years, but not once was my auntie accused of personalizing her dealings with the media who peppered her with personal insults.”
Ito si Celine Pialago, ibang klase. Hindi niya magampanan ang trabaho niya sa MMDA, ngunit may oras na sumawsaw sa Dolomite at Reina Mae at Baby River issues na hindi konektado sa trabaho n’ya.
Sumawsaw siya na nangungutya. Nang-iinsulto at nanliit ng ibang tao.
Nang na-bash — hayun pumunta sa NBI at nag-akusa sa mga nag-bash sa kanya nang personal.
E kung MMDA matter ‘yung pag-bash sa kanya, may katuwiran siya pero the moment na walang kinalaman sa MMDA ‘yung post niyang nangungutya … Aba, she was courting our responses.
Na-bash tapos nagyabang pa: “70 ang Admin ng MMDA account ko!” Di pala totoo. She is denying it now. ‘Yung kapatid niya raw ang nag-miss type ng “70.”
Pati ‘yung nakaiinis na post niya about “drama-serye” natin ‘yung malasakit kay River at Reina Mae ay “gawa po ng aking kapatid na ginawa kong Admin.” Balahura, pakialamera at sinungaling…
Tapos, nandoon sa NBI at nagsasampa ng kasong cyberlibel sa mga bumatikos sa kanya.
Nananahimik ang sambayanan, sino ba ang pumukol ng unang bato?”
Sa isang panayam sa ABS-CBN Teleradyo, sinabi ni Civil Service Commissioner Aileen Lizada: “A public official or employee should avoid any appearance of impropriety affecting the integrity of her office. When people look at you, they look at you as the spokesperson of a certain agency.”
‘Eto naman ang paalala ng kaibigan kong si Sandy Diez Sesdoyro:
“SUSME. Anong klaseng ‘sorry’ ‘yan, madam pirsiling? An apology must show your willingness to admit your mistake, that you had engaged in unacceptable behavior. Why? Because apologizing (SINCERELY) allows you to:
- Rebuild trust with those whom you have deeply offended, starting with Reina Nasino and her family, The Filipino People, who pay for your salary, and your co-workers in government who, by now, must be utterly demoralized by your very public misdeed;
- Restore dignity to the offended persons and begin the healing process for ALL, including yourself, in the hopes that you realize that the distress you caused would knock more sense into your hollow head, rid you of your cruelty and narcissism, and soften your stonecold heart;
- Take responsibility for your actions to strengthen your self-respect because when you come clean about your actions, you restore your integrity in the eyes of others. Start with your own brother, whom you threw under the bus because you opted to shift blame for your offense to him who is a blood relative, no less.”
Huwag na tayong paligoy-ligoy. Malaki ang problema sa PR ng karamihan ng tagapagsalita sa gobyernong ito.
Kulang-kulang may dalawang taon pa ang gobyerno ni Mr. Duterte kaya umayos silang lahat.
