EVERYONE must stay at home.
Ito ang direktiba ng Palasyo sa lahat ng mamamayan sa buong Luzon alinusunod sa enhanced community quarantine (ECQ) na ipinatutupad ng gobyerno para labanan ang COVID-19.
Inatasan ng Palasyo ang mga punong barangay ang mahigpit na pagpapatupad na isang tao lang ang puwedeng lumabas sa bawat bahay upang bumili ng mga batayang pangangailangan ng kanilang pamilya.
Maliban sa one person per household, pinapayagan ang: – Employees of establishments involved in the production, processing, and distribution of basic necessities such as food (supermarkets, groceries, convenience stores, wet markets), pharmacies/drug stores, and banks or remittance centers – PNP, AFP, and other uniformed personnel – Personnel involved in health work, border control, emergency and other mission-critical services – Media with authorization from PCOO.
Giit ni Nograles, ang lahat ng “vulnerable individuals such as (1) senior citizens (60 years old and above); (2) those with pre-existing medical condition like cardiovascular disease, hypertension, diabetes, COPD, cancer and others; and (3) pregnant women ay hindi maaaring lumabas sa kanilang bahay habang umiiral ang ECQ.
Lahat aniya ng basic utilities ay dapat magpatuloy sa kanilang operasyon, gaya ng “water, electricity, internet, and telecommunications.”
“Other critical services should remain open, including garbage collection, funeral and interment services, and gasoline stations.”
Pinapayagan din aniya ang operasyon ng Business Process Outsourcing (BPO/IT) and export-oriented establishments kung maglalaan sila ng temporary housing para sa kanilang mga empleyado.
Sarado ang Casinos at POGOs, tigil din ang lotto at iba pang laro ng PCSO at ang mga hotel ay hindi puwedeng tumanggap ng bagong bookings.
Ipinagbabawal ang operasyon ng lahat ng public transportation gaya ng “tricycles, pedicabs, taxis/Grab, jeepneys, buses, including MRT/LRT.”
“To address the suspension of mass public transportation,” ani Nograles, “LGUs and employers should provide point-to-point transportation for people authorized to report for work, specifically health workers.”
Dagdag niya, “Transportation from the airport may be provided by the DOTr or OWWA for OFWs, while walking or biking would be allowed.”
Giit ni Nograles, “movement of cargo via air, land and sea would remain unhampered during the ECQ and that cargo trucks and vans should not be blocked from entering the ports, expressways or highways.”
