NAALARMA ang Malacañang sa paglobo ng bilang ng mga nabuang dahil sa shabu kaya itinuturing ito ng administrasyong Duterte na emergency situation kaya ginamit ang Quick Response Funds ng Department of Health (DOH).
“The fund is actually used for any public health emergency and the surrenderees that we have now is considered a public health emergency. It’s a mental health problem,” sabi sa press briefing kahapon sa Palasyo ni Health Secretary Paulyn Jean Ubial.
Ang ginagastos aniya ng DOH para doblehin ang kapasidad nang pagmamantina ng rehabilitation centers ay QRF na P130-M.
Sa Region 3, sa lugar kung saan itinatayo ang rehabilitation center sa loob ng Fort Magsaysay sa Laur, Nueva Ecija ay naglaan ang DOH ng P15-M mula sa QRF para sa sahod ng mga magiging empleyado ng pasilidad.
Paliwanag ni Ubial, walang nakalaan na budget para sa drug rehabilitation sa taong kasalukuyan pero sa 2017 ay mayroong pondo para sa nasabing mga pasilidad.
“As of the moment, we don’t have the budget in our current budget. So we are actually using our Quick Response Fund, which is used for any eventuality or emergency or unplanned, unforeseen eventuality in the health sector. So we’re using that and we have sub-allotted P130 million to the existing treatment and rehab centers so that they can expand their capacity to double their original capacity and then to Region III, we have sub-allotted around 15 million to hire the new employees. So we’re looking at a possibility that by 2017, the budget will already be included in our General Appropriations Act,” aniya.

“Our goal right now is to establish two more mega treatment and rehabilitation—one more mega treatment and rehabilitation center in Luzon, another in Visayas and another in Mindanao,” dagdag niya.
