HINDI de-kahon ang estilo ni Pangulong Rodrigo Duterte kaya’t kailangang unawain ng media na ang kanyang mga pahayag at patakaran ay nakabase sa perspektiba ng kasaysayan.
“Hindi siya ganoon, he works out of the box, you know. You know, like who am I? I’m his press secretary, and I can tell him this and that, e paano kung sasabihin sa akin. “E, hindi naman ikaw ang Presidente. I became a President using my own style, and I reached here.” So hindi ganoon e, so—,” ayon kay Communications Secretary Martin Andanar.
Naniniwala si Andanar na kulang ang pang-unawa ng media sa paraan nang pag-iisip ni Pangulong Duterte kaya’t dapat magbalik-tanaw ang mga mamamahayag sa kasaysayan at kultura para maintindian ang pinaghuhugutan ng Punong Ehekutibo.
“Ang kulang lang sa palagay ko, is, really the understanding how the President thinks. Now, I mentioned earlier that when the President expounds an idea, he usually goes back to history. There’s always a historical perspective when he explains about the policy that he has ‘no. So, siguro doon tayo nagku-kulang as journalist na siguro intindihin natin iyong historical context. Maybe we’re journalists, we’re not sociologists, but again it wouldn’t really hurt if we study our history and our culture because the President always comes from that argument e,” dagdag ni Andanar.
Dahil demokrasya aniya ang umiiral sa bansa ay may kalayaan sa pamamahayag kaya bilang abogado at dating piskal ay pinahahalagahan aniya ng Pangulo ang papel ng media sa nation-building at kailangan ang pagpuna sa kamalian ng pamahalaan.
“Well, you know, we’re a democracy. We have freedom of the press. And the President is a lawyer, a former prosecutor, he understands the values of democracy and how we strengthen our democracy. And that only goes to show that our President knows the value of each member of the media in nation building. Because when you do nation building, there’s gotta be checks and balances, and you have the media to criticize, to analyze what the government is doing, what’s good and what’s not,” aniya.
Naniniwala aniya ang Palasyo na epektibo ang estilo ng pananalita ni Pangulong Duterte kaya naging popular kahit saan magpunta.
Ani Andanar, may hangganan ang “media management” kay Pangulong Duterte dahil ang sariling diskarte niya ang nasusunod sa pagpapahayag at pamamahala.
“When the President was at the ASEAN East Asia Conference, now there was a prepared speech by the Department of Foreign Affairs. And when the Department of Foreign Affairs prepares a speech, it is well thought beyond imagination ‘no. Nakahanda iyan, because you know that we are facing different diplomats or different heads of state. But then again, the President did not read it, he veered away from it. So, that’s what I’m trying to say that media management can only go so much to a certain extent. At the end of the day, the buck stops at the table of the door of the President, and he decides for everything. Now, ganoon iyon e, and so far, if we really look at this from our perspective right now, he is very effective,” aniya.
Maging ang pahayagang Jakarta Post sa Indonesia ay iniulat na agaw-eksena si Pangulong Duterte sa ASEAN Summit sa Laos dahil sa anti-imperialist statements niya kontra Amerika at Espanya.
“I was reading the Jakarta Post yesterday that was given to us at the hotel. And, ang nakalagay doon sa Jakarta Post, that… to paraphrase it, that Duterte, he really stole the thunder doon sa ASEAN Summit sa Lao. And you know, when newspapers write something about that, tapos mayroon pang caricature, may cartoon pa sa loob na si Obama, tsaka si Presidente, nandoon sila, it gives you a feeling of nationalism, that I believe you have a president that stands up for every Filipino, that’s no longer a lap dog, that clearly said he will follow his own… the country will follow its own independent foreign policy. And it’s a frustration for out of more than 300 years of imperialism. And I don’t blame the President for saying what he said, because that’s what majority of the Filipinos, especially the poor Filipinos feel, that our Republic now is an extension of the imperialist government of the Americans and the Spaniards,” ani Andanar.
