15 patay, 80 sugatan sa Davao City bombing (State of lawless violence idineklara)

DAVAO CITY – Pumalo na sa 15 katao ang namatay sa pagsabog sa Roxas Street sa bahagi ng night market sa Davao City kamakalawa ng gabi.

Sinabi ni Davao PNP Regional Director, Chief Supt. Manuel Gaerlan, bukod sa mga namatay, nasa 80 ang naitalang sugatan sa insidente.

Sa inisyal na imbestigasyon ng mga awtoridad, isang improvised explosive devised ang ginamit ng mga suspek kasama ang LPG tank.

Una rito, tumungo sa blast site si Pangulong Rodrigo Duterte kasama sina Davao City Vice Mayor Paolo Duterte, Presidential Management Staff (PMS) Sec. Christopher ‘Bong’ Go at Presidential Communication Secretary Martin Andanar.

Kaugnay nito, pinakalma ng Malacañang ang publiko kasunod nang nangyaring pagsabog sa Davao City night market bago maghatinggabi.

Sinabi ni Presidential Spokesman Ernesto Abella, walang dapat ikaalarma ngunit mabuti ring mag-ingat at maging alerto.

Ayon kay Abella, wala pang umaako sa nasabing pagsabog sa kabila ng balitang kagagawan ito ng Abu Sayyaf kasunod nang pinaigting na operasyon ng militar na ipinag-utos ng Pangulong Rodrigo Duterte.

“An explosion of still unverified cause occurred at the Davao night market resulting in the death of at least 10 persons and around 60 people injured. While no one has yet claimed responsibility it is best that the populace refrain from reckless speculation and avoid crowded places. There is no cause for alarm, but it is wise to be cautious,” ani Abella.

Isinailalim ni Pangulong Rodrigo Duterte ang buong Filipinas sa “state of lawless violence” kasunod nang pambobomba sa Davao City kamakalawa ng gabi.

Inamin ng Pangulo, may umiiral na krisis sa bansa kaya dapat maunawaan ng mga mamamayan na magkatuwang ang Armed Forces of the Philippines (AFP) at Philippine National Police (PNP) sa pagsunod sa kanyang direktiba na magsagawa nang mga pagsalakay sa mga lugar na hinihinalang pinagkukutaan ng mga nasa likod ng madugong insidente upang maiwasan maulit ang paghahasik nila ng terorismo.

“There is a crisis in this country, involving drugs, extra-judicial killings, as they say; killings, and there seems to be the environment of lawlessness; Lawless violence in this country. So, I might just declare a state of lawless violence in this country. It’s not Martial Law, but I am inviting now the Armed Forces of the Philippines, the military, and the police to run the country in accordance with my specifications,” ayon sa Pangulo sa ambush interview kamakalawa ng gabi.

Tiniyak ni Pangulong Duterte, nakatuon ang buo niyang atensiyon sa pagsugpo sa kriminalidad, illegal na droga at hindi batas militar ang kanyang idineklara kaya hindi suspendido ang writ of habeas corpus.

“I have the duty to protect the country and to keep the integrity of the nation intact. It is not Martial Law, its nothing to do with the suspension of the habeas corpus,” aniya.

Nanawagan ang Pangulo sa kapwa Davaoeños na manatiling kalmado at mapagbantay at ang pamahalaan ay tiyak ang pagbibigay proteksyon sa mga mamamayan.

Maglalagay aniya ng maraming checkpoints sa iba’t ibang bahagi ng bansa kaya hirit niya’y kooperasyon ng publiko sa awtoridad.

“And there will be so many checkpoints along the way. These are extraordinary times, and I suppose that I am authorized to allow the security forces of this country to do searches. Maghinto kayo sa mga checkpoints. If you see a sign there that there are soldiers flashing their lights, turn off your headlight, switch on to your lights inside your cars, because I am authorizing them to search. So, if you do not have anything to hide, I am suggesting that you be liberal enough to understand us, because they are trying to cope up with a crisis now,” giit niya.

Mananatili aniya ang epekto ng kanyang deklarasyon hangga’t hindi nanyutralisa ang banta sa sambayanang Filipino.

Sinabi ni Presidential Spokesman Ernesto Abella, ang state of lawless violence ni Pangulong Duterte ay alinsunod sa Article VII Section 18 ng 1987 Constitution.

“Under Section 18 of said provision, it states that “the President shall be the Commander-in-Chief of all Armed Forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion,” ani Abella.

Nagpahayag nang pakikiramay ang White House ilang oras makaraan ang pambobomba sa Davao City.

Ayon kay US National Security Council (NSC) Spokesperson Ned Price, bukod sa pakikidalamhati ay nakahanda ang US na tumulong sa pag-iimbestiga sa madugong insidente.

Personal aniyang ihahayag ni US President Barack Obama ang kanyang pakikiramay kay Duterte sa paghaharap nila sa sideline ng ASEAN Summit sa Laos sa susunod na linggo.

Bago ang pahayag ng White House, sinabi ni Pangulong Duterte na ayaw niyang may makialam na dayuhan sa pagsisiyasat sa pambobomba sa Davao City dahil may kakayahan ang PNP at AFP na imbestigahan nang wasto ang insidente.

”I do not want any foreign investigators in my city. The police of the Republic of the Philippines and the military, the Armed Forces of the country are capable of doing the investigation and doing it correctly,” giit ng Pangulo.

US-BACKED ASG ITINURO NG KMU

TAHASANG tinukoy ng militanteng grupong Kilusang Mayo Uno (KMU) na ang Estados Unidos ang nasa likod ng teroristang Abu Sayyaf Group (ASG) na nambomba sa Davao City kamakalawa ng gabi na ikinamatay ng 15 katao at ikinasugat ng 80 iba pa.

Sa kalatas, sinabi ni KMU secretary-general Elmer Labog, naniniwala ang mga obrero na ang pag-atake ng ASG sa Davao City night market ay kagagawan ng US sa pakikipagsabawatan ng mga tuta nila sa lokal na military upang lumikha ng kaguluhan sa bansa para bigyan katuwiran ang pagdagsa ng tropang Amerikano sa Filipinas, lalo sa Mindanao.

“We have every reason to believe that the Davao bombing was an act of terror orchestrated by the US government and their lapdogs in the AFP using their long time terrorist bogey Abu Sayyaf Group to create havoc and unrest in the country to justify the increased deployment and presence of US troops in the country especially in Mindanao,” aniya.

Hindi na aniya lihim na ang ASG ay nilikha, pinondohan, sinanay at pinagagalaw ng Central Intelligence Agency (CIA) ng Amerika at ng AFP upang magkaroon ng dahilan ang pakikialam ng US at labagin ang soberanya ng Filpinas na ikinukubli sa kampanya kontra-terorismo.

“It is no secret that the ASG has been created, funded, trained and operated by the US’ Central Intelligence Agency and the AFP to justify US intervention and violations of our sovereignty under the guise of the war on terror,” dagdag ni Labog.

Nanawagan ang KMU kay Duterte na manindigan para sa sambayanang Filipino laban sa “acts of terror” na pakana ng US.

Dapat anilang agad na putulin ni Duterte ang lahat nang ugnayan ng Filipinas sa US na dehado ang bansa lalo na ang Enhanced Defense Cooperation Agreement (EDCA), Visiting Forces Agreement (VFA), Mutual Defense Treaty at Mutual Logistics and Support Agreement na nagbigay ng lisensiya sa US para sumawsaw sa internal na usapin ng bansa at isakatuparan ang mga karumaldumal na krimen at terorismo laban sa sambayanang Filipino.

“We demand that President Duterte stand with the Filipino people against these US orchestrated acts of terror. He should immediately cut all unequal ties with the US particularly the Enhanced Defense Cooperation Agreement, the Visiting Forces Agreement, the Mutual Defense treaty and the Mutual Logistics and Support Agreement that gave license to the US to meddle with our internal affairs and commit such heinous acts of violence and terror against the Filipino people,” anang KMU.

Bagama’t kinondena ng KMU ang pambobomba ng ASG sa Davao City at nais panagutin ang mga nasa likod nito ay nababahala ang militanteng grupo sa pagsasailalim ni Duterte sa bansa sa “state of lawless violence” na sakop ang kampanya kontra-droga ng administrasyon.

Ang naturang deklarasyon ayon sa KMU, ay ibayong magpapabangis sa brutal at pasistang karakter ng Armed Forces of the Philippines (AFP) at Philippine National Police (PNP) na magreresulta sa malalang paglabag sa karapatang pantao ng mga sibilyan, lalo ng mga Moro.

“We seek that the perpetrators of this terror attack be brought to justice. However, we are alarmed with President Duterte’s declaration of a state of lawlessness on a nationwide scale which also includes the war on drugs. Such declaration could further unleash the brutal and fascist character of the Armed Forces of the Philippines and the Philippine National Police which could result in gross violations of human rights against civilians especially the Moro people,” giit ng KMU.

Matatandaan, mismong si Duterte ay isiniwalat noong 2015 na kaya hindi niya pinayagan na mag-base ang drones ng US sa Davao City Airport dahil galit siya sa Amerika bunsod ng kaso ni Michael Terrence Meiring noong 2002.

Nabuko na si Meiring, isang Central Intelligence Agency (CIA) Agent na matagal na nakabase sa Davao City bilang treasure hunter, ay nadakip sa siyudad noong 2002 dahil aksidenteng sumabog ang ginagawa niyang bomba sa kuwarto niya sa Evergreen Hotel.

Hindi naimbestigahan si Meiring dahil itinakas siya ng mga Amerikanong nagpakilalang mga ahente ng Federal Bureau of Investigation (FBI) mula sa ospital.

Batay sa ulat, pumayag ang may-ari ng pagamutan na ibigay si Meiring sa FBI agents makaraan pangakuan ang kanyang anak na nurse na mabigyan ng US work visa.

Namatay si Meiring sa US sa edad na 76-anyos noong 2012 at hindi inimpormahan ng Amerika ang lokal na hukuman sa Davao City na naglabas ng warrant of arrest laban sa kanya sa kasong illegal possession of explosives at reckless imprudence resulting in damage to property.

Hinamon noong 2009 ng Communist Party of the Philippines (CPP) ang  Kongreso na imbestigahan ang tunay na papel , presensiya at paniniktik ng tropang Amerikano sa Filpinas pati na ang Joint Special Operations Task Force-Philippines (JSOTF-P).

Sa ulat, ang misyon ng JSOTF-P ay maglulunsad ng “unconventional warfare” at “foreign internal defense” at bukod sa pagtugis sa mga terorista, ang kanilang pamamalagi sa bansa ay upang magkaroon ng “basing system” ang US at makapagtayo ng “cooperative security location” upang malayang makagalaw sa Asya.

DAVAO BOMBING INAKO NG ASG

ZAMBOANGA CITY – Inako ng Abu Sayyaf Group (ASG) ang responsibilidad sa pagpapasabog sa Davao City nitong Biyernes ng gabi.

Sinabi ni ASG spokesperson Abu Rami, ang Davao attack ay “call for unity to all mujahideen in the country” sa gitna ng all-out offensive ng military laban sa grupo.

Ayon kay Rami, ang pag-atake sa Davao ay hindi bahagi ng taktika para malihis ang atensiyon ng mga tropa ng gobyerno sa pagtugis sa mga bandido sa Sulu at Basilan.

Nagbabala siya nang katulad pang mga pag-atake sa susunod na mga araw.
