TINABLA ng New People’s Army (NPA) ang ultimatum ni Pangulong Rodrigo Duterte na magdeklara sila ng ceasefire hanggang 5 pm kahapon.
Sa pahayag ni Rigoberto sanchez, NPA Spokesperson, Regional Operations Command, Southern Mindanao Region, hinimok niya si Duterte na busisiin ang operasyon ng tropang militar upang malaman kung totoong sinusunod ang ideneklara niyang unilateral ceasefire noong Hulyo 25.
Hindi aniya puwedeng ipasa ni Duterte sa NPA ang responsibilidad na magpatupad ng tigil-putukan sa kanilang hanay kung peke naman ang ceasefire ng gobyerno.
“The New People’s Army Regional Operations Command avers that there is no conspicuous and veritable unilateral ceasefire exercised by AFP, PNP and paramilitary troops in Southern Mindanao, five days after its Commander In Chief, GRP Pres. Rodrigo Duterte proclaimed such an order in his State of the Nation Address on July 25,” ani Sanchez.
“The NPA-SMROC urges the current GPH Commander-In-Chief to subject its own troops to a scrutiny of its own operations, deployment, and conduct nationwide to enable the aforesaid unilateral ceasefire order to become effective. Otherwise, it cannot burden the NPA to reciprocate what is turning out to be a spurious unilateral ceasefire,” dagdag niya.
Nakahanda aniya ang NPA na tumbasan ang ceasefire ng gobyerno ngunit kailangan nilang ipagtanggol ang mga sarili laban sa mga kaaway na aktibo sa halos lahat ng pamayanan sa Southern Minadanao.
Inakusahan ni Sanchez ang mga militar sa area na sabit sa illegal na droga, illegal mining at ginagamit ang mga komunidad bilang garrison at tinatakot pa ang mga residente.
“These are not troops implementing innocuous “civil-military operations” but are implementing combat operations, surveillance, reconnaissance, intelligence, and psychological warfare in civilian communities. These are troops who use communities as garrisons, conduct counter-revolutionary operations, harass and threaten civilians and ensure that their protected illegal activities such as drug trade and logging and mining pay-offs continue unhindered,” aniya.
Labintatlong baryo aniya sa North Cotabato, ang isinailalim ng 39IB-AFP Kidapawan City Peace and Development Outreach Program (PDOP) habang nagsasagawa nang pagpupurga laban sa mga komunista sa bayan ng Magpet.
“In North Cotabato, the 39IB-AFP recently identified 13 barrios in Kidapawan City to be placed under Peace and Development Outreach Program (PDOP) to purge them of “communist-influence” while its troops are currently in clearing operations in Magpet town. On July 27, platoons of the 84thIB were deployed in far-flung communities of Toril, Davao City. In Sta. Cruz, Davao del Sur, troops of the 2nd Scout Rangers Battalion conducted combat operations on July 29,” sabi ni Sanchez.
Nauna rito, humirit si CPP founding chairman Jose Ma. Sison sa gobyernong Duterte nang dagdag na pasensiya at oras para mapag-aralan ang detalye nang pagpapatupad ng unilateral cesefire ng pamahalaan.
Sana aniya ay bigyan sila nang sapat na oras para pag-aralan ang ceasefire, lao na’t hindi basta-basta susuko ang mga beteranong rebolusyonaryo.
Batay sa pahayag ng Armed Forces of the Philippines (AFP) kamakalawa, pinaalis na ang kanilang mga tropa na nakatalaga sa Surigao del Sur bilang pagtalima sa utos ni Pangulong Rodrigo Duterte para makaiwas sa pakikipagsagupa sa puwersa ng NPA.
“[This] manifests the AFP’s resolve to comply with the directive of the President to step back from the operational area where there are likely armed engagement between government security forces and members of the CPP-NPA-NDF,” sabi ni Col. Edgar Arevalo.
Aniya, natapos ang troop pullout ng 2nd Special Forces Battalion mula sa San Miguel, Surigao del Sur, batay sa direktiba ni AFP chief of Staff Gen.Ricardo Visaya.

GOV’T-NDF TALKS TULOY KAHIT WALANG CEASEFIRE
TINIYAK ni Presidential Adviser on the Peace Proces Jesus Dureza, walang epekto sa peace process ng Communist Party of the Philippines-National Democratic Front (CPP-NDF) sakaling bawiin ni Pangulong Rodrigo Duterte ang unilateral ceasefire declaration sakaling mabigo ang mga komunista na makatugon sa ultimatum.
Sinabi ni Sec. Dureza, katunayan tuloy ang nakatakdang pagsisimula ng formal peace negotiations sa Oslo, Norway sa Agosto 20 hanggang 27.
Ayon kay Dureza, walang magiging epekto ang pag-lift ng ceasefire dahil hindi naging factor ang tigil-putukan sa planong negosasyon.
Hindi aniya bahagi nang naging kasunduan sa informal talks ang pagdedeklara ng unilateral ceasefire bagkus kasama ito sa pag-uusapan pa lamang, ipa-fine-tune ang mekanismo at maglalatag ng mga panuntunan.
“It (formal peace talks) will push through on August 20-27. The lifting of the unilateral ceasefire declaration will not affect the peace talks in anyway,” ani Dureza.
