IN 2011,as an Associate Commissioner of BI,MISON filed false and excessive claims for Reimbursement of Gasoline Consumption, parking and toll fees for his official service vehicle,as well as for his private cars, amounting to P43,467.58,for August 2011 alone. Complaints were filed by a concerned BI official,now deceased. In a Dicion rendered by the Ombudsman on October 2012 in Felino C. Quirante,Jr vs Seigfred B. Mison, OMB-C-A-001-0614-1, MISON was adjudge GUILTY of SIMPLE MISCONDUCT and meted the penalty of Reprimand.

“Simple misconduct” it was in the eyes of the law;it bared the man’s character and Integrity. Yet MISON was subsequently appointed Commissioner of the Bureau of Immigration in December 2013, all the more empowering him to lead the agency along his crooked ways as exemplified by the incidents of late:

1. The mysterious release from detention and subsequent disappearance of FU GAOFENG,Chinese National.-On 19 June 2014,subject alien was ordered to be deported for engaging in business or gainful occupation in the country without the requisite permit or proper visa,and for undersirability. On 20 January 2015, the corresponding Warrant of Deportation was issued against him by Commissioner MISON. On 26 March 2015, pursuant to the said warrant, the Bureau’s Intelligence Division, jointly with the police,arrested Fu Gaofeng in Taguig City and immediately turned him over to the BI Warden’s Facility in Bicutan,Taguig pending his actual deportation. Three hours later,however, the arresting agents were dismayed to learn that Fu Gaofeng was freed right away reportedly upon the instrutions of MISON through the BI Legal Division. The Warden’s Facility records show that,indeed,the subject alien was released with no legal basis whatsoever, but just a mere directive to him and his lawyer to present themselves before MISON on the following day. 2. Coddling of the illegal alien YUAN JIN HUA @ Wilson Ong Chen, Chinese National. –On 13 November 2013, the Board of Commissioners (BOC) ordered the deportation for being undocumented and for fraudulently representing himself as a Philippine Citizen. He was deported on 22 January 2014 and,accordingly, his name ,that was placed in the Bureau’s Blacklist to bar his return. On 11 March 2015, Yuan Jin Hua arrived at NAIA I. He was initially denied entry,and was excluded, by the Immigration Officers on duty for the reason that his name was on the blacklist. Records show,however, that, only hours later, the immigration officers recalled the exclusion and allowed the entry of Yuan “per verbal inst.of comm sbm (SIEGFRED B. MISON)thru atty.Tanssinco” (a technical staff in the Office of the Commissioner).Worse,to cover up the improper admission of Uan Jin Hua, it appears that concerned officials of the Bureau tampered with the BI database to make it appear that a Lifting Order (SBM-14-881) was previously issued in favor of subject alien on 04 November 2014 but the same was encoded only 23 March 2015,twelve (12) days after Yuan’s arrival and irregular admission into the country.
