MAARING mapatalsik o ma-impeach si Pangulong Rodrigo Duterte dahil sa pagbabawal sa mga opisyal na sangkot sa P8.7-bilyong overpriced medical supplies na binili ng administrasyon sa Pharmally Pharmaceutical Corporation para dumalo sa imbestigasyon sa Senado.
Nagbabala si Senate Blue Ribbon Committee Chairman Senator Richard Gordon na isang impeachable offense kapag pinigil ni Pangulong Duterte ang mga opisyal na imbitado bilang resource persons sa Senate probe.
“Well if he does that, that should be an impeachable offense and which I am not counting on. We don’t want to do that. But point is, this is a democracy,” ani Gordon.
Bukod sa naturang kautusan ng Pangulo, nababahala rin aniya ang Senado sa mga panawagan ng Presidente sa publiko na huwag paniwalaan ang pagsisiyasat ng Senado na indikasyon na may itinatago ang Punong Ehekutibo.
“The only bother to us – why are you telling people not to listen? What are you hiding?” aniya.
Sa kanyang pitak sa Phil. Daily Inquirer, inilahad ni dating Supreme Court Associate Justice Antonio Carpio na batay sa Letter of Instructions No. 755, itinatag ang Procurement Service sa Department of Budget and Management (DBM) noong 1978 at isinailalim ito sa Office of the President.
Ang PS-DBM, na dating pinamumunuan ni Lloyd Cristopher Lao, ang sentro ng imbestigasyon ng Senado bunsod ng paggawad ng P8.7-bilyong overpriced medical supplies contract sa Pharmally, isang bagito at maliit na kompanya na konektado sa dating economic adviser ni Pangulong Duterte na si Michael Yang.
Nabisto rin ng Senado na ang ilang opisyal ng Phramally ay wanted sa Taiwan dahil sa financial crimes.
Sa kanyang pagharap sa Senate probe noong 27 Agosto 2021, sinabi ni dating DBM Secretary Wendel Avisado, “the PS-DMB operates independently” at hindi niya pinakikialaman ang day-to-day operations nito.
Para kay Carpio, ang nasabing pag-amin ni Avisado ay malinaw na pahayag na si Pangulong Duterte ang tunay na boss ni Lao.
Ipinunto rin ni Carpio na si Pangulong Duterte lang ang may kapangyarihang maglagay kay Lao bilang officer-in-charge ng PS-DBM noong Enero 2019 dahil hindi siya insider ng DBM at galing sa Housing and Land Use Regulatory Board bilang Chief Executive Officer.
Mahihirapan aniya si Pangulong Duterte na takasan ang responsibilidad sa anomang overpriced contract na iginawad ni Lao sa Pharmally.
“While Avisado has credibly washed his hands from responsibility for the P8.7 billion Pharmally contracts of PS-DBM, he has thrown President Duterte under the bus. President Duterte, as the official exercising direct administrative control over Lao, will have a harder time escaping responsibility for any overpriced purchase contract that Lao may have awarded to Pharmally,” ani Carpio.
Huling napatalsik bunsod ng impeachment complaint dahil sa korupsyon si dating Pangulong Joseph Estrada noong 2001. Dalawang buwan lamang tumagal ang impeachment proceedings sa Kongreso na humantong sa EDSA People Power 2 noong Enero 2001.
