P276-B NAIA rehab ikalulugi nga ba ng gobyerno?

MALULUGI nang hanggang P276 bilyones ang Duterte administration kapag pumasok sa iniaalok na rehabilitasyon ng Ninoy Aquino International Airport (NAIA) ng super consortium ng seven bilyonaryo firms.

Ito ang ibinunyag ni Department of Finance corporate affairs assistant Secretary Soledad Emilia J. Cruz sa National Economic and Development Authority-Investment Coordinating Council (NEDA-ICC). Copy furnished si Finance Secretary Sonny Dominguez ng nasabing liham.

Batay sa DOF’s assessment, pakakawalan ng Duterte administration ang P138 bilyon at ang P276 bilyon na nominal values dahil mapupunta sa NAIA Super Seven ang passenger service charges (PSC) at iba pang kikitain sa airport gaya ng aero, leases, concession, at privilege fees.

Gusto kasi ng NAIA Super Seven na makuha ang guaranteed payments at five percent share sa gross income.

Ganito raw ang mangyayari kapag pinapasok ng gobyerno ang NAIA Super Seven: ang mawawalang kita ng gobyerno ay tatlong P102 bilyon (o P7.7 bilyon kada taon sa loob ng 15 years) ng NAIA super consortium ng Aboitiz InfraCapital, Inc.; AC Infrastructure Holdings Corp. ng Ayala group; Alliance Global Group, Inc., ni Andrew Tan; Asia’s Emerging Dragon Corp., ni Lucio Tan; Filinvest Development Corp., ng Gotianun family; JG Summit Holdings, Inc., ng John Gokongwei; at Metro Pacific Investments Corp., ng Salim group of Indonesia.

Ayon kay Cruz, “consortium’s investments should not be considered as savings because in the first place, such investment is not in MIAA’s plan and not in the list of 75 infrastructure flagship projects of the current administration.”

Mukhang tumitindi ang interes ng mga oligarko sa kita ng gobyerno.

At sabi pa ni Cruz, “even if this would be considered as savings, the government would still lose P45 billion.

If the group bags the deal, the NAIA Super Seven plans to more than double PSC to P1,205 per international passenger (from P550) and P572 fr domestic passenger (from P200).”

Mukhang may kailangan ngang pag-aralan ang Duterte administration, partikular ang Manila International Airport Authority (MIAA), sa pagpasok ng Super Seven sa rehabilitasyon ng NAIA.
