KASADO na sa buong Nueva Ecija ang isinusulong na pagpapalit ng sistema ng gobyerno sa ilalim ng isinusulong na Federalism government ni Pangulong Rodrigo Duterte.
Katunayan, nasa 90% ng incumbent officials sa buong probinsiya ang sumama sa mass oath taking ng local ruling party na Unang Sigaw Party noong Lunes na pinangunahan ng party chairman na si dating Nueva Governor Aurelio “Oyie” Umali.
Sa kabuuan, nasa 153 local officials ang nanumpa ng katapatan sa partido at suporta sa federalismo sa pangunguna ni Governor Cherry D. Umali, 20 Mayors, 14 vice mayors, 108 counsilors, 5 board members at anim na ABC presidents.
“Today, all local officials of Nueva Ecija, from the Governor to Board Members, Mayors, Vice Mayors down to municipal councilors who vow allegiance to Unang Sigaw Party will renew their pledge of commitment through a mass oath taking. This is a step to further consolidate our ranks, gear up and prepare for any eventuality like the moves for federalism and changes in the political systems. This is basically saying we are solid, and we are ready,” ani Umali.
Pagkatapos ng panunumpa, muling nahalal ang dating gobernador bilang Party Chairman , si Peñaranda Mayor Ferdinand Abesamis ang Vice Chairperson; si Mayor Lovella DG Belmonte-Espiritu ng bayan ng Zaragoza ang Secretary General; at si Mayor Librado Santos ng bayan ng General Natividad ang kalihim ng partido.
Nagtalaga rin ang partido ng mga kinatawan sa apat na distrito. Ito ay sina Talavera Mayor Nerivi Martinez para sa 1st District; Science City of Munoz Mayor Nestor Alvarez sa 2nd District; Bongabon Mayor Ricardo Padilla sa ikatlong distrito at si Gapan City Mayor Emerson Pascual ang kakatawan sa ika-apat na distrito ng probinsya.
Ayon kay Umali, ang Unang Sigaw Party ay itinatag noong January 25, 2008 bilang isang local political party na nagbuwal sa matagal na paghahari ng Balane Party ng mga angkan ng Joson.
“In 2007 upon winning the governorship, I started to work on forming his “reformist” group into a political party and aptly called it “Unang Sigaw” (First Cry). It was in reference to the outbreak of revolutionary movement of Novo Ecijanos that led to the overthrow of Spanish rule in the Province in the late 19th century. Former Governor Umali himself prides of the same epic story as he ended the decades-long rule of the Josons in 2007,” paliwanag ni Umali.
Target umano ng partido ngayon ang pakikipag sanib-pwersa sa administration party na PDP-Laban bilang paghahanda sa tagumpay ng isinusulong na federalism government ni Pangulong Duterte.
“Talks are rife about local officials in other provinces who are joining the PDP-Laban bandwagon and supporting the call of President Rodrigo Duterte for federalism and constitutional amendments. We are opening our doors here in Nueva Ecija for such dialogue. But we do not want to do it piecemeal. It would be better to do it bilaterally between parties,” ani Umali.
