NOONG Lunes isinagawa ang ikalimang SONA ni Rodrigo Roa Duterte na sa pag-aakala ko ay ika-apat pa lang. Dahil nasa pang-apat na taon pa lang siya bilang presidente. Pero kung isasama mo ang “First 100 Days” na SONA din pala, e tama pang-lima nga, kaya nagpapaumanhin ako sa mga nagbabasa ng kolum na ito, at ‘eka nga ng nasirang basketball referee Igmidio Cahanding “no blood no foul.”
Ngayon, tungkol sa naganap na SONA, marami sa mga mamamayan ang umaasa na magbibigay si Duterte ng maliwanag at kongketong solusyon sa ekonomiya lalo na’t apat na buwan na tayong sinasalanta ng pandemyang COVID-19.
Pero mali ako. Simula pa lang ng SONA, inumpisahan ni Duterteng tirahin ang mga kritiko niya.
Napilitan akong panoorin ang SONA dahil gusto ko magbigay ng pahayag. Ang impresyon ko?
Himayin natin ang mahigit sa isang oras na talumpati ni Duterte at i-breakdown natin. Tinira niya mga kritiko niya partikular si Franklin Drilon. “Camouflaging his intention of their expropriation by saying “the people wanted improvement of the services” of the two telecommunications giants, Duterte appeared bent to deliver the coup de grace in 2021 by strongly hinting to Congress that it would play a role in the enactment of a major legislation that could lead to their expropriation…
“Expropriation is defined as the act of a government to claim privately owned property against the wishes of the owners, ostensibly to be used for the benefit of the general public.
“On the first question, Dito Telecom is currently behind schedule on the rollout of its infrastructure. It is near to impossible to meet its obligations, commitments, and requirements specified in its Certificate of Public Convenience and Necessity (CPCN), which serves as the contract between the government and the telecom firm.
“Addressing a Senate public hearing on July 1, Adel Tamano, chief administrative officer, said Dito Telecom was having a hard time fulfilling the terms and conditions specified in its CPCN. Tamano cited the adverse effects of the pandemic caused by the novel coronavirus for Dito Telecom’s inability to meet its commitments in the CPCN. He blamed the delay to movement restrictions caused by strict lockdown measures from mid-March until the end of May 2020.
“’The COVID-19 and lockdowns prevented us from our full rollout. With the subsequent easing of different lockdown situations, we are doing our best to get back on track,’ Tamano said. Also, the pandemic has affected China, which is Dito Telecom’s main source of technological knowhow and raw materials, including the rolling stocks for its construction and infrastructure works.”
Sa totoo lang. Ang SONA na ito ay alingawngaw ng lahat ng SONA na ginawa ni Mr. Duterte, iisa ang sinabi, iisa ang pangako at iisa ang banta.
Sa totoo lang ang SONA ay paulit-ulit si Mr. Duterte at parang nakikinig ako sa isang alcoholic na sunog na ang utak sa alkohol. Maiinis ka, matatawa ka pero bandang huli maaawa ka. Maaawa kay Mr. Duterte, pero mas maaawa ka sa bayan at ano ang kahihinatnan nito sa ilalim ng pamamalakad ng isang inutil, duwag, at traydor na kasintulad ni Rodrigo Roa Duterte.
