Digong walang kibo sa bilyonaryong ‘di nagbayad ng utang sa gobyerno? P19-B atraso ng power firm ni Ramon Ang

NANGUNGUNA ang Independent Power Producer Administrators (IPPAs) at electric cooperatives sa listahan ng top corporate entities na matagal nang may pagkakautang sa Power Sector Assets and Liabilities Management Corp. (PSALM) nang kabuuang P59.23 bilyon hanggang noong Disyembre 2018.

Karamihan sa accounts nito ay inilipat ng National Power Corporation (NAPOCOR) sa PSALM sa bisa ng  EPIRA, o Republic Act 9136, in 2001.

Sa report ng PSALM kay Finance Secretary Carlos Dominguez III, chairman ng Board of Directors ng state-run firm, lumitaw na ilang IPPAs ang may naka­binbing overdue accounts sa PSALM na nagkaka­halaga ng P28.46 bilyon.

Ang South Premiere Power Corp. (SPPC) ng San Miguel Corporation (SMC) na pag-aari ng bilyonaryong nego­syan­teng si Ramon S. Ang, at nangangasiwa sa  Ilijan gas-fired power plant sa Batangas City, ang may pinakamalaking pagka­kautang sa PSALM sa halagang P19.75 bilyon.

“PSALM earlier terminated the IPPA, but the termination has been enjoined by the courts,” ayon sa DOF.

Ang iba pang IPPAs na may pagka­kautang sa PSALM ay Vivant-Sta. Clara Northern Renewables Generation Corp. (Vivant-Sta. Clara), dating pag-aari ng Vivant Energy and Sta. Clara Power Corp., sa halagang P3.86 bilyon.

Ginawaran sila ng IPPA contract para sa Bakun Hydroelectric Power Plant sa Ilocos Sur.

Ang Good Friends Hydro Resources Corp. (Good Friends) ni Lucio Lim Jr., ay hindi pa rin nagbabayad sa  PSALM ng P1.16 bilyon, habang ang FDC Utilities Inc. (Filinvest Utilities), sa pangunguna ni Juan Eugenio Roxas bilang president-CEO nito, at subsidiary ng Filinvest  Development Corp., ay may utang na  P1.12 bilyon.

Ang dalawang  IPPAs ay may kontrata para pangasiwaan ang Unified Leyte Geothermal Power Plants.

Isang Filinvest Utilities subsidiary, ang FDC Misamis Power Corp., ay may utang din sa PSALM ng P2.56 bilyon, bilang nau­nang IPPA para sa Mindanao I at  II Geothermal Power Plants.

“Due to these overdue accounts, the government through PSALM is constrained to resort to borrowings that the National Government guarantees, in order for PSALM to timely fulfill its mandate of liquidating the financial obligations of the National Power Corporation,” wika ni PSALM president-CEO Irene Joy Garcia.

“In fact, in 2018, PSALM borrowed about P23 billion to cover its maturing obligations, and PSALM is set to borrow USD 1.1 billion for obli­gations maturing this end of May 2019,” dagdag niya.

Dahil dito, kinai­langan, aniya, ng PSALM na magbayad ng interes, guarantee fees at iba pang finance charges na  P2.62 bilyon kada taon.

“Had the IPPAs and electric cooperatives paid, PSALM would not incur this much additional costs,” aniya.

Inatasan ni Domi­nguez ang PSALM na pag-ibayohin ang pani­ningil sa naturang IPPAs at electric coops para gamitin sa pagpapatayo ng mga kalsada at esku­welahan.

Sa report ng PSALM, mayroon din 10 electric cooperatives at industries ang may pinakamalaking utang sa PSALM na may kabuuang P28.74 bilyon hanggang noong Disyembre 2018.

Ayon sa PSALM, ang Lanao del Sur Electric Cooperative (LASURECO) ang may pinakamalaking utang sa halagang P9.63 bilyon.

Ang iba pang may utang ay Public Utilities Department ng Olongapo City (P6.07 billion), defunct PICOP Resources Corp. (P2.96 billion), Albay Electric Coo­pera­tive Inc. (P2.61 billion), Maguindanao Electric Cooperative Inc. (P1.76-B), Global Steelworks Int’l Inc. (P1.68-B), Pampanga III Electric Cooperative Inc. (P1.27 billion), at Davao del Norte Electric Coo­perative Inc. (P1.24-B).

Hinahabol din ng PSALM ang defunct Magellan Cogeneration Inc. (MCI) na may utang na P750.86 milyon, at dating Bacnotan Steel Corp., na kilala ngayon bilang Union Galvasteel Corp. (UGC) ng Phinma Corp., na may  P743.68 milyong overdue accounts.

Bukod sa LASURECO at iba pang electric cooperatives na nasa top 10 list, limang iba pang  electric coo­pera­tives ang kabilang sa mga kom­panya na may naka­binbing obligasyon.

Ito ang Northern Samar Electric Coopera­tive Inc. (Norsamelco), P742.13 milyon; Sorsogon II Electric Cooperative Inc. (Soreco II), P510.15 milyon; Samar I Electric Cooperative Inc. (Samelco I), P303.04 milyon; at Zamboanga del Sur II Electric Coope­rative Inc. (Zamsureco II), P275-M.
