Anti-Bastos law susundin ng Pangulo

TINIYAK ng Palasyo na si Pangulong Rodrigo Duterte ang pangunahing susunod sa “Bawal Bastos” law (Republic Act 11313) na may layuning parusahan ang paninipol, panghihipo at iba pang uri ng gender-based sexual harassment sa mga pampublikong lugar, online, workplaces, at educational at training institutions.

“Since the President signed that law, it means that he recognizes the need for that law. Since he’s the Chief enforcer of all the laws in the Philippines, he’ll be the first one to obey that (new) law,” ayon kay Presidential spokesman Salvador Panelo sa press briefing kahapon sa Palasyo.

Ani Panelo, sa tuwing nagpapakawala ng tinaguriang ‘sexist jokes ng ilang women’s rights activists’ — ang Pangulo ay wala siyang intensiyon na mambastos ng kaba­baihan, bagkus ang layu­nin niya ay magpatawa.

“He never was bas­tos. When he cracks jokes, it was intended to make people laugh. Never to offend. If you will just listen to the jokes of the President, talagang matatawa ka e. Hindi naman bastos,” aniya.

Paliwanag niya, sa ilalim ng bagong batas, ang offended party ang maaaring magreklamo laban sa offender.

The Palace official then explained that under the new law, the “offended party must be offended personally by an offender.”

“Pero kung general na nagkukwento mao-offend ka, paano mo sasabihin na ikaw ang tinutukoy? May problema ka roon,” aniya.

“The crime is always personal. You have to be personally offended by the offender. And you have to prove na you are the subject of that offensive demeanor by the offender,” dagdag niya.

Matatandaan, ilang beses umani ng batikos si Pangulong Duterte dahil sa pahayag laban sa kababaihan gaya ng utos sa militar na barilin sa vagina ang mga amaso­nang NPA, panghihipo niya sa kanilang kasam­bahay noong teenager pa siya, banta na isapubliko ang umano’y sex video ni Sen. Leila de Lima at paghalik sa may-asawang babaeng OFW sa South Korea.

Aminado si Panelo na kapag lumabag ang Pa­ngu­lo sa batas ay hindi siya puwedeng kasuhan dahil sa immunity ng isang Pangulo sa kasong kriminal maliban kung wala na siya sa puwesto ay maaari na siyang asuntohin.

“Ganito na lang, if the President commits any violation of any law, then any person can sue him for that violation. If you argue that, ‘Well, he is immune,’ well you can always sue him after the presidency. No one is above the law, including this President, and he always tells us that,” sabi ni Panelo.
