BUMINGGO agad ang isang ‘sampid’ sa government-controlled media nang ipatanggal kagabi ng opisyal ng Office of the Press Secretary ang balitang ipinapaskil niya kaugnay sa ‘sinabing pagpabor’ ni Pangulong Ferdinand Marcos, Jr., sa panukalang gawing requirement ang CoVid-19 booster shot sa mga mamamayan upang mapigilan ang pagkalat ng Omicron subvariants sa Filipinas.

Ayon sa source, iginiit umano ng ‘sampid’ sa Philippine News Agency (PNA) na ipaskil sa website nito ang nasabing report kahit walang attribution ang balita na nanggaling mismo sa bibig ni Marcos, Jr., ang ‘go signal’ sa mga opisyal ng Department of Health (DOH) at Inter-Agency Task Force on the Management of Emerging Infectious Disease ( IATF-EID) nang magpulong sila kahapon sa Malacañang.

“Stay with it,” ang direktiba umano ng ‘sampid’ sa PNA nang igiit ang kanyang ‘artikulo.’

Ang meeting ni Pangulong Marcos, Jr., sa DOH at IATF officials ay hindi ibinukas para sa media coverage ng Palasyo.

Kasama sa nakalagay sa tinanggal na balita sa PNA ang pahayag ni DOH Undersecretary Maria Rosario Vergeire, ang rekomendasyon na baguhin ang kahulugan ng ‘fully vaccinated’ na dati’y para sa bakunado lamang ng first at second dose ng CoVid-19 vaccine at palawigin kasama ang booster shot.

“So currently, Mr. President, our definition of fully vaccinated only includes the primary series: the first and the second dose. So we are recommending that we can expand that it includes also the booster doses so that we can encourage more of our Filipinos to have their boosters,” sabi ni Vergeire ayon sa tinanggal ng balita sa PNA.

Sa ginanap na press briefing, sa Malacañang kahapon, sinabi ni Press Secretary Trixie Cruz-Angeles na ngayon maglalabas ng opisyal na pahayag ang kanyang tanggapan hinggil sa updated vaccination program bilang paghahanda sa pagdaraos ng face-to-face classes sa pagbubukas ng school year 2022-2023 sa Setyembre.

“The issue of vaccinations, actually, has been addressed during the Cabinet meeting. It will be discussed formally later on. In fact, we have a release for tomorrow on that one. And you are right. It is an essential part of returning to face-to-face classes. So we will discuss this further. We are expecting the Department of Education to issue their department order according to face-to-face classes and additional announcements also from the DOH on the vaccination program,” tugon ng kalihim sa tanong ng media hinggil sa vaccination program kaugnay ng face-to-face classes.

Kaugnay nito, nanawagan ang Alliance of Concerned Teachers (ACT) sa Malacañang at Department of Education (DepEd) na tugunan ang mga pangunahing pangangailangan para matiyak ang 100%  kaligtasan ng face-to-face classes.

Ayon sa source, marahil ay hindi alam ng ‘sampid’ sa PNA na kailangan ay manggaling ang opisyal na pahayag sa OPS sa mga usaping may kinalaman sa public welfare lalo na’t may kinalaman sa CoVid-19 response ng gobyerno.

               “It would be hard for students, teachers, and parents to all go to school and encounter another surge of CoVid-19, so we need to be careful and prepared,” ani Vladimer Quetua, chairperson ng ACT Philippines.

Batay anila sa survey ng Movement for Safe, Equitable, Quality, and Relevant (SEQuRe) Education hinggil sa ginanap na inisyal na face-to-face classes, marami pang kailangan gawin ang administrasyon kung nais isagawa ang 100% face-to-fce classes.

Bumunot mula sa sariling bulsa ang mga guro para ihanda ang mga paaralan at mga silid-aralan para maging ligtas ang muling pagbubukas ng klase dahil kapos ang pondo at suporta ng gobyerno.

“According to the SEQure survey, government funding and support were ‘insufficient’ which compelled 59 to 83 percent of teacher-respondents to spend out-of-pocket to prepare schools and classrooms for safe reopening, while some important safety measures were still not sufficiently installed,” sabi aniya.

Kabilang sa mga dapat gawin ng pamahalaan ay doblehin ang  maintenance and operating budget ng mga paaralan para ilaan sa “Proper and adequate ventilation/air flow of classrooms; Sufficient hand-washing facilities and water supply; Operational clinic with adequate supplies and equipment; at Ample health and sanitation supplies and enforcement of health protocols.”

Kailangan din aniyang dagdagan ang bilang ng mga guro upang maipatupad ang ideal class size na maximum ang 35 estudyante.

Bukod sa dagdag na mga guro, kailangan din ng mas maraming nurse at utility personnel sa bawat paaralan.

“Ensure the health protection and benefits of teachers and non-teaching staff: • Free medical check-up and treatment; • 15-day sick leave for teachers;

• Additional compensation for teaching overload and non-teaching duties for teachers, as well as overtime for teachers and employees;• Timely and just payment of Special Hardship Allowance for teachers.”

Dapat bigyan ng ayuda ang mga pamilyang naghikahos sa panahon ng pandemya, magsagawa ng learning assessment para sa mga mag-aaral sa buong bansa at igiya sa curriculum adjustments para sa education recovery program.

“These are some of the requisites for a safe back-to-school program this year because we need to address the ‘old normal’ problems to enable a safe 100% school reopening,” wika ni Quetua.
