2016 Polls isalba vs Smartmatic (Sigaw ng C3E sa Kongreso)

IGINIIT kahapon ng grupong Citizens for Clean and Credible Elections (C3E) sa Kongreso na gamitin ang oversight powers nito at puwersahin ang Commission on Elections (Comelec) na i-disqualify ang Venezuelan technology reseller na Smartmatic sa pakikialam sa ano mang bahagi ng paghahanda sa 2016 elections.

Sa kanyang malakas na panawagan sa Joint Congressional Oversight Committee (JCOC) on automated elections, iginiit ni C3E co-convener Melchor Magdamo na marami pang mabibigat na dahilan upang ilaglag ng gobyerno ang Smartmatic, ang vendor ng kontrobersiyal na Precinct Count Optical Scan (PCOS) machines, para na rin magkaroon nang tapat at malinis na halalan sa susunod na taon.

“While we trust that our legal system will finally catch up on the pseudo technology giant, it would take the determination of our political leaders to stop the continued subjugation of our people’s sovereign will to foreign manipulation,” ani Magdamo.

Ginawa ni Magdamao ang apela sa pagpapatuloy ng hearing ng JCOC sa mga umano’y anomalya sa paggamit ng PCOS counting machines at paghahanda ng Comelec sa eleksyon sa susunod na taon.

Bukod sa hindi mabilang na paglabag sa election laws, sinabi ni Magdamo na dapat din ideklara ang Smartmatic bilang undesirable foreign company dahil sa hindi pagiging totoo sa kanilang corporate identity matapos madiskubre na kontrolado ng gobyerno ng Venezuela.

“In the 2010 and 2013 elections, Smartmatic peddled the lies that it owned the automation technology and manufactured the PCOS machines when in fact it was not. Now, we have belatedly uncovered its shady transactions from its beginnings in Venezuela as a Chavez-funded company to its expansion in the US and elsewhere using the wealth provided by the Venezuelan government,” dagdag ni Magdamo.

“Not only should Smartmatic be made liable and expelled for violation of our election and procurement laws, it should also be made accountable for thwarting the true will of the people,” aniya na tinutukoy ang mga kaso ng hindi tamang bilang ng mga boto ng PCOS machines at posibleng manipulasyon nang i-disable ang security features bago ang 2013 elections.

Sinabi ni Magdamo, dating Comelec lawyer, na patuloy na hostage ng Smartmatic ang Comelec nang igiit ng kompanya na  mayroon silang proprietary rights sa mga makina na hindi maaaring i-repair ng alinmang kompanya sa halaga na kanila rin idinikta.

“With the collaboration of retiring Comelec officials, Smartmatic was able to wangle a juicy refurbishment contract like a walk in the park. Sadly, the same officials even made a mockery of the proceedings of the honorable congressional committee when it was told that the outgoing officials were no longer participating in discussions and decision-making in relation to the preparations for the 2016 elections,” dagdag niya.

Sa December 4 JCOC hearing, tiniyak din ng Comelec officials, kabilang ang noo’y chairman, Sixto Brillantes Jr., sa panel na co-chaired si Sen. Aquilino Pimenetel III na ipinauubaya ng outgoing Comelec chief ang lahat ng procurement contracts para sa susunod na halalan sa mga incoming officials. Nilagdaan ni Brillantes ang P269-million refurbishment contract para sa 82,000 PCOS units sa bisperas ng kanyang pagreretiro.
