INIHAYAG ni dating Pangulong Fidel V. Ramos, may pananagutan si Pangulong Benigno “Noynoy” Aquino III sa operasyon sa Mamasapano na ikinamatay ng 44 na pulis.
Sa panayam ng programang Headstart ng ABS-CBN News Channel, iginiit ng dating presidente na siya ring founder ng Special Action Force (SAF), na hindi sinunod ni Aquino ang chain of command.
“As commander-in-chief, not as President, yes, he broke the chain of command.”
“He communicated with people not in the chain of command… As commander-in-chief, the secretaries of the departments are your alter egos but they are not in the chain of command. It is from him, chief of staff of the Armed Forces… dito naman sa PNP… the two must always be together when it comes to operation as big as this one and they are joined together at one point, at the top, the commander-in-chief. There is a lapse there somewhere at the very top.”
Sa sumunod na tanong kung liable si Pangulong Aquino, iginiit ni Ramos: “Yes, in the sense that no one else could do the things that he is empowered to do under our Constitution. That liability cannot be passed on to a lower official or officer.”
“It is the president who is the commander-in-chief, who is the chief executive, who is the controller of the budget… He is the one that must answer for that lapse in the loop of the chain of command.”
