Philhealth execs swak sa asunto, Duque lusot (Aprub kay Duterte)

TULAD nang inaasahan, hindi kasama si Health Secretary Francisco Duque III sa mga opisyal na sasampahan ng kaso kaugnay sa sinabing multi-bilyong anomalya sa Philippine Health Insurance Corp. (PhilHealth).

Binigyan ng go signal ni Pangulong Rodrigo Duterte ang pagsasampa ng mga kasong kriminal at administratibo laban sa mga opisyal kabilang si dating PhilHealth president Ricardo Morales at iba pang opisyal bunsod ng katiwalian sa ahensiya.

Binasa ng Pangulo sa kanyang public address kagabi ang ulat na isinumite sa kanya ng Task Force PhilHealth na nagrekomenda na sampahan ng mga kaso sina Morales, PhilHealth Senior Vice President for Information Management Sector Jovita Aragona, Acting Senior Manager, Information Technology and Management Department Calixto Gabuya, Jr., Senior Vice President for Fund Management Sector Renato Limsiaco, Jr., Senior Vice President for Health Finance Policy Sector Israel Francis Pargas, at Executive Vice President, and Chief Operating Officer Arnel de Jesus.

“The negligence exhibited by certain officers of the PhilHealth executive committee gives rise to both administrative and criminal liability and the following laws are Republic Act No. 3019, it’s the Anti-Graft and Corrupt Practices law, the Penal Code — sa Revised Penal Code, the malversation of public funds or property and the illegal use of public funds and property, gross misconduct, gross neglect of duty under Civil Service Rules. In addition, the same corporate officers may be held liable for certain violation of the National Internal Revenue Code in connection with their failure to withhold taxes on IRM releases,” anang Pangulo.

“While the board chairman and members exhibited negligence in several instances to it, their careless approval of ICT procurement, the ratification of the IRM — baka ito iyong advance fund releases on March 2020, and the consent of the modification of judgement in court adjudicated cases and negligence is somehow mitigated by the active concealment of vital documents and information on the apparent misrepresentation by those who had sought the board’s approval.

“The foregoing notwithstanding the task force recommends that the President strongly admonish and remind the chairman and members of the board of a grave consequence of their action or inaction to PhilHealth fund to the government and its coffers and to the interest of the ordinary people who rely on PhilHealth assistance.” (ROSE NOVENARIO)

HINDI nakahuma si Senate President Vicente Sotto III nang malamang hindi kasama sa mga sasampahan ng kaso, sa eskandalosong paggamit ng pondo ng Philippine Health Insurance Corp. (PhilHealth) si Secretary Francisco Duque III.

Ipinagdiinan ng senador na malinaw na puwedeng papanagutin si Duque base sa Article 217 ng Revised Penal Code bilang chairman of the board ng PhilHealth.

Hindi rin kasama sa inirekomendang sampahan ng kaso si resigned PhilHealth Senior Vice President for Legal Sector Rodolfo del Rosario, Jr.

Umaasa si Sotto na magiging iba ang perspektibo ng Ombudsman kapag inihain na nila ang mga kaso.

Dagdag ni Sotto, pag-uusapan nila ni Sen. Panfilo Lacson ang pag-absuwelto kay Duque dahil ang huli ang dumiskarte sa mga rekomendasyon na nilaman ng Committee of the Whole report. (CYNTHIA MARTIN)

Ito ang tugon ni Senator Christopher “Bong” Go matapos absuweltohin ng DOJ-led task force sina Health Secretary Francisco Duque III, dating PhilHealth Senior Vice President Jojo del Rosario at iba pang PhilHealth officers kaugnay sa illegal IRM disbursement at iba pang anomalya sa ahensiya.

Bagamat absuwelto, tiniyak ni Go na hindi natatapos sa report ng DOJ task force ang hangarin ng administrasyon na tuldukan ang katiwalian sa PhilHealth bagkus ay simula pa lamang ito ng patuloy na kampanya para maalis ang malalim na ugat ng sistematikong korupsiyon sa burukrasya.

Sinabi ni Go, umaasa siyang itutuloy ng task force ang imbestigasyon sa lahat ng anomalya sa PhilHealth gayondin sa iba pang ahensiya ng gobyerno.

Ayon kay Go, umaasa rin siyang tututukan ng DOJ ang pagsasampa ng kaso at masigurong mahahatulan at makukulong  ang mga nagkasala dahil hindi naman puwedeng hanggang imbestigasyon lang ang gawin.

Umaasa rin aniya siyang gagamitin ng bagong leadership ng  PhilHealth ang findings sa report para sa kanilang internal cleansing para maiwasan nang maulit ang mga anomalya at mapabuti ang serbisyo ng ahensiya para sa kapakanan ng sambayanan. (CYNTHIA MARTIN)
