Obrero, kawani nanawagan… Ayuda kontra COVID-19 hindi ‘martial law’

NAALARMA ang mga manggagawa sa tila pag­balewala ni Pangulong Rodrigo Duterte sa nakaambang malawa­kang kagutu­man na kanilang mara­ranasan kasunod ng kautusang Metro Manila lockdown dulot ng coronavirus disease (COVID-19).

Sa kalatas, sinabi ni Confederation for Unity, Recognition, and Advancement of Government Employees (COURAGE) Secretary General Manuel Bac­lagon, nakababahala ang pagbubulag-bulagan sa epekto sa kalusugan at ekonomiya ng masang Filipino, lalo sa sektor ng paggawa.

Ang mga inihayag aniya ni Pangulong Duterte sa kanyang public address ay mali­naw na mga estratehiya para isulong ang pan­sariling interes ng isang pasistang estado lalo na’t iniutos niya ang pag­kontrol sa kilos ng mga mama­mayan, pagpa­pakalat ng mga pulis at militar, sundin ang estado, at kung hindi ay malalagay sa peligro ang hindi susunod.

“In full display of political clownery, sur­rounded by his military men, Duterte’s pro­nounce­ments are clear strategies to advance a fascist State’s self-interest as he ordered to restrict movement, deploy military and police, obey the State, or else, ‘disobedience’ can get messy,” ayon kay Bac­lagon.

Sa haba aniya ng litanya ni Pangulong Duterte sa kanyang public address noong Huwebes nang ideklara ang ‘lockdown’ sa Kalakhang Maynila, walang binanggit ang Punong Ehekutibo kung paano daragdagan ang budget para sa kalusugan at paglulun­sad ng mass testing at mga gamot para kay Juan dela Cruz.

Imbes aniyang bang­gitin ng Pangulo kung paano sasaklolohan ng gobyerno ang milyon-milyong obrero na mawawalan ng trabaho at paano magkakaroon ng sapat na supply at prize freeze sa pangunahing mga produkto, ang lumabas sa bibig niya ay pagpapakalat ng pulis at militar, community quarantine sa rehiyon at suspensiyon ng mga klase at trabaho na parang ito ang solusyon sa COVID-19.

“Filipinos need medical assistance and livelihood security, not militaristic actions ala martial law as a response to the worsening health crisis in the country!” sabi ni Baclagon.

Nanawagan ang COURAGE kay Pangu­long Duterte na bigyan ng seguridad ang kita ng mga obrero sa gobyerno partikular ang con­tractuals at job order workers na nasa ilalim ng “no work, no pay policy.”

“As of 2019 based on the data of the Civil Service Commission, the government has more than 600,000 con­tractuals and job order workers all over the country, most of which remain as low wage earners and lack benefits, unlike the 1.5 million regular employees. In light of this, COURAGE believes that the government can long-term protect its economically dis­advantaged work­force by regularizing them and enforcing a national minimum wage of P16,000 monthly.”
