WALANG napapalang benepisyo ang mga consumer ng Manila Electric Company (Meralco) sa kabila ng patuloy na paglobo ng kita nito mula sa mega franchise na ipinagkaloob ng pamahalaan lalo sa usaping ibababa ang singil sa koryente.
“Usually in economies of scale, as we understand it, the larger you grow, the lower is your cost, so how come, the gargantuan franchise of Meralco has not been able to benefit us,” ani consumer advocate Romeo “Butch” Junia na isa rin sa naghain ng kaso sa Energy Regulatory Commission (ERC) ukol sa presyo ng koryente.
Tahasang sinabi ni Junia, ang patuloy na pagtaas ng singil sa koryente ng Meralco ay lubhang nakababahala at sa huli ang kaawa-awa ay mga consumer.
Ipinagtataka ni Junia, sa usapin ng economic scales ay dapat bumaba ang singil sa mga customer at hindi tumaas.
“Instead of inverse proportion where the bigger the size, the lower the cost, it became the opposite where increase in rates followed an increase in business,” dagdag ni Junia na kabilang sa Nasecore, Freedom from Debt Coalition at iba pang naghain ng kaso sa ERC.
Inakusahan ni Junia ang Meralco na ginawa na talagang negosyo para kumita nang malaki kaysa magbigay ng serbisyo.
Ipinagtataka ni Junia, ngayong ang Meralco na ang halos nagsusuplay ng elektrisida sa National Capital Region (NCR) ay hindi pa rin bumababa ang presyo ng koryente bagkus ay patuloy ang pagtaas ng singil.
“The reference rate for comparison should be the RORB ( return on rate base) of P0.79 per KWH to the rate today of P1.35 per KWH, which peaked at P1.64 per KWH under PBR (performance base rating). Meralco franchise is obviously at an uneconomic scale, measured by its cost of service as reflected in the rates, and must therefore be cut down to economic size,” giit ni Junia.
Magugunitang ang RROB ay nauna nang ipinatupad noong 2006 hanggang 2007 samantala ang PBR ay unang ginamit noong 2008.
“Meralco net earnings rose from P2.7 billion under RORB to current level of P20+B. If that is the measure of economies of scale, Meralco is fantastic,” pagbubunyag ni Junia.
Kaugnay nito, suportado ni Junia ang panawagan ni Laguna Rep. Dan Fernandez (lone district, Santa Rosa) na rebyuhin ang Meralco mega-franchise kasunod ang paalalang isa lamang itong pribilehiyo na maaaring bawiin ng Kongreso kahit anong oras nilang naisiin.
“If you would take a close look, Meralco’s charges and rates and what we pay are not least cost. That alone is ground to cancel and review the Meralco franchise,” dagdag ni Junia.
Payo ni Junia sa Kongreso, kung hindi kayang mapababa ng Meralco ang singil sa koryente, mabuti pang bawiin ang ipinagkaloob na prangkisa.
Matatandaan sa isang privileged speech ni Fernandez ay hinihimok niya ang Kongreso na hatiin ang mega franchise na ipinagkaloob sa Meralco kasunod ang pag-aakusa ng pagkakaroon ng monopolyo na sa huli ay nabibigong makapagbigay ng tamang serbisyo sa 7.6 milyong subscribers at kasunod ang over charging sa loob ng siyam na taon.
“It’s high time we renew its franchise to pave the way for the split of the mega-franchise we granted Meralco. What is more frightening is that it was the House of Representatives that turned Meralco into the ‘monster’ and ‘super franchise’ that it is now through Republic Act 9513,” ani Fernandez.
