‘OJT’ sa house ‘di kalipikado sa speakership (Mag-give way sa seniors)

MAS makabubuting magparaya sa Speakership race ang isang mamba­batas na ang tanging credential ay suportado ng isang  malaking business tycoon kaysa igiit ang ambisyosong panaginip, ayon sa isang political analyst.

Inulit ni political analyst Ranjit Rye hindi pang-OJT (on-the-job training) ang trabaho ng isang House Speaker, kaya mas mainam umano na magparaya sa Speaker­ship race si Marin­­duque Rep. Lord Allan Velasco.

Deretsang sinabi ni political analyst Ranjit Rye na walang sapat na kakayahan kompara sa ibang mga kandidato si Velasco kaya mas maka­bubuting magparaya sa mga senior at seasoned politicians na taglay ang kalipikasyon para maging magaling na lider ng Kamara.

Dagdag niya, sa murang kakayahan ni Velasco ay dapat  “watch, listen and learn” muna siya sa Kamara at hindi dapat targetin ang po­sisyon bilang House Speaker.

“Despite his passion to be a Speaker, he really should give way to more senior members. He has a long way to go, pero ngayon in his younger years what he should do is really to watch, listen and learn. Speakership post is for the seasoned politicians who has the experience, the character and the intergrity, “ pahayag ni Rye.

Mas hahangaan pa umano si Velasco kung magpaparaya, dagdag ng political analyst.

Si Velasco ay two-termer congressman ng lalawigan ng Marin­du­que.

Aminado si Rye, isa sa dahilan ng paglutang ng pangalan ni Velasco na maging House Speaker ay bunsod ng pagkakaroon ng backer na malaking negosyante.

“We cannot have a Speaker who lacks cre­dibility, lacks experience and is only backed by big businesses. The House of Representatives needs a good Speaker that is not easily manipulated by strong business interest and one who gets the job done,” dagdag ni Rye.

Ang pagtakbo ni Velasco ay sinasabing supor­tado ng isang business tycoon na una nang kinompirma mismo ng kapartido ni Velasco sa PDP Laban na kapwa tumatakbo rin sa Speakership race na sina dating House Speaker Pantaleon Alvarez at Pampanga Rep. Dong Gonzales na may vote buying sa Kamara at nasa P1-M hanggang P7-M ang suhulan para sa boto.

ni ROSE NOVENARIO TODO-SUPORTA si Pangulong Ferdinand Marcos, Jr., sa pagtatayo ng Bulacan Airport City Special Economic Zone and Freeport at ang kanyang desisyon na i-veto ang House Bill 7575 ay may layuning ayusin ang mga depekto ng panukalang batas. “Presidential Veto is fastest way to cure the defects of HB 7575 especially the provision which exempts the Commission on Audit to look into the financial transactions on the special economic zone and freeport,” sabi ni Press Secretary Trixie Cruz- Angeles. “Had the President not vetoed the HB 7575, it would have lapsed into law on July 4 or 30 days after the bill was sent by the legislature to Malacañang,” dagdag niya. Giit ng kalihim, kapos ang panukalang batas ng mga sangkap upang iugnay sa ibang batas, patakaran at regulasyon dahil hindi nakasaad dito na sakop ito ng audit provisions ng Commission on Audit (COA), “procedures for the expropriation of lands awarded to agrarian reform beneficiaries and a master plan for the specific metes and bounds of the economic zone.” Binigyan diin ni Angeles, lahat ng transaksiyon sa pananalapi ng gobyerno ay isinasailalim sa audit procedures ng COA at hindi dapat absuwelto sa naturang proseso ang Bulacan Airport City Special Economic Zone and Freeport. “Without those necessary amendments indicated in the veto explanation, the law may be vulnerable to constitutional challenge. The delegation of rule-making power on environmental laws which is unique to the special economic zone is of particular concern,” ani Angeles. Inilinaw ni Angeles, tuloy ang konstruksiyon ng P740-billion international airport sa Bulacan dahil ang “San Miguel franchise to operate the airport” ay aprobado ng Senado at Kamara noong 11 Oktubre 2020. “The construction of the Bulacan international airport and aero city is not affected by the veto. The presidential veto was meant to include the necessary corrections and include the missing processes that might render HB 7575 entirely unconstitutional,” paliwanag niya.
