SINIBAK ni Pangulong Rodrigo Duterte sa serbisyo ang dalawang ‘narco-generals’ bunsod ng mga kasong administratibo, at tinanggal sa puwesto si Energy Regulatory Commission chairperson at Chief Executive Officer Jose Vicente Salazar dahil sa anomalya sa pagbili ng mga kagamitan para sa audio visual project.
Habang sinibak din sa puwesto ni Customs Commissioner Isidro Lapeña ang walong district collectors at 30 section chiefs dahil sa kabiguang mapahinto ang korupsiyon sa ahensiya, nitong Lunes.
Sa press briefing sa Palasyo, kinilala ni Presidential Spokesman Ernesto Abella ang sinibak na police generals na sina Police Director Joel Pagdilao at dating Quezon City Police District (QCPD) chief Edgardo Tinio.
Aniya, ang pagsibak kina Tinio at Pagdilao ay alinsunod sa pangako ng Pangulo na gawing crime-free at corruption free ang bansa.
“In line with the President’s promise to render the nation crime and corruption-free, he has dismissed two presidential appointees who are officials of the PNP. The decision signed by the exe-cutive secretary last Thursday has found police Chief Supt. Edgardo Tinio and police Dir. Joel Pagdilao of the PNP administratively liable for serious neglect of duty and serious irregurality in the performance duty and have been duly dismissed,” ani Abella.
Batay aniya sa ebidensiya, sinadya ng dalawang heneral na hindi gampanan ang kanilang mga tungkulin bilang mga alagad ng batas na nagresulta sa paglaganap ng ipinagbaba-wal na gamot sa kanilang hurisdiksiyon.
Hindi batid ni Abella kung mahaharap din sa kasong kriminal ang da-lawang heneral.
Matatandaan, sina Tinio at Pagdilao ay kasama sa limang tinaguriang narco-generals ni Pangulong Duterte noong Hulyo 2016 kasama sina ret. police generals Marcelo Garbo at Bernardo Diaz at ngayo’y Daanbantayan, Cebu Mayor Vicente Loot.
Iniugnay ni Duterte ang limang narco-generals sa Liberal Party partikular sa talunang si presidential bet Mar Roxas.
Inirekomenda ng National Police Commission (Napolcom) sa Office of the President ang pagsibak sa narco-generals noong Agosto 2016 na pinagpasyahan ngayong 2017 ng Palasyo.
Sa kabilang dako, sinibak ni Pangulong Duterte si ERC Chairperson at CEO Salazar dahil sa pagsusumikap na impluwensiyahan ang pagbili ng mga kagamitan sa audio visual project para mapaboran ang kilala niyang supplier.
“The Office of the President has found Atty. Jose Vicente B. Salazar administratively liable for two (2) counts of Simple Misconduct and one (1) count of Grave Misconduct,” anang kalatas ng Palasyo.
Hindi na puwedeng magsilbi muli sa pamahalaan si Salazar at wala na rin matatanggap ni kusing na retirement benefits.
“The dismissal from Grave Misconduct carries with it all accessory penalties, including the perpetual disqualification from holding public office and forfeiture of retirement benefits.
“It was also undisputed that Attorney Salazar usurped the po-wer of the ERC as a collegial body when he unila-terally issued orders in connection with the application for the renewal of the Electric Power Purchase Agreements between FDC Utilities, Inc. – Misamis and several distribution utilities, and when he appointed certain ERC officials and emplo-yees without the imprimatur of the [other] Commissioner. Thus, the Pre-sident’s decision,” saad sa kalatas.
Samantala, kabilang sa inalis sa puwesto ni Customs Commissioner Lapeña ang district collectors na sina Elvira Cruz ng Cebu port, Romeo Rosales ng San Fernando port, Julius Premediles ng Limay port, Jose Naig ng Iloilo port, Carmelita Talusan ng Subic port, Di-vina Garrido ng Legazpi port, Halleck Valdez ng Zamboanga port, at Tomas Alcid ng Appari port.
Patuloy ang “benchmarking” o hindi tamang valuation ng mga produkto sa mga naturang pantalan, ayon kay Lapeña.
Hindi rin aniya naaabot ng naturang district collectors ang kanilang target ng koleksiyon.
Kasama nilang sinibak sa puwesto ang 30 section chiefs mula sa Formal Entry Division ng Port of Manila at Manila International Container Port (MICP).
Pansamantala silang itinalaga sa iba’t ibang provincial collection districts.
Nitong Setyembre, tinanggal din ang mga district collector na sina Atty. Rhea Gregorio ng Manila port at Atty. Vincent Philip Maronilla ng MICP dahil sa parehong dahilan.
