Meaning, they will accept Foreign Vessel to be transported and load foreign cargoes. Ito marahil ang gusto ni Comm. Bert Lina to stop the congestion problem sa dalawang malalaking pantalan tulad sa MICP at POM.
Ito na lamang siguro ang masasabing solusyon na kanyang nakikita dahil malaki ang North Harbor area na puwedeng paglagyan ng mga containers.
Ngunit agad na pumalag ang ICTSI at ATI na may exclusive contract sa Philippines Ports Authority (PPA) for foreign vessels to dock. Iniapela nila ito ngayon sa PPA sa sinasabing midnight deal by Lina with MNHPI.
In my opinion, I think Commissioner Lina’s deal is just to give more space na magagamit to unload containers to avoid congestion in the future and for quick releasing of cargoes. PPA has no power or jurisdiction toward BOC.
But remember MNHPI is under contract with PPA and has the sole and exclusive right to manage, operate develop or maintain for 25 years for domestic terminal service only.
Lina’s action or intention is good but some concessionaire disapproved his action.
