I, Mortezza Tamaddoni, of legal age, married, presently residing and with postal address at c/o Philippine Drug Enforcement Agency, NIA Northside Road, Bgy. Pinyahan, Quezon City, after having been duly sworn in accordance with law hereby depose and state the following:
I am the informant or action agent who applied and was contracted by the Philippine government under the Dangerous Drugs Board’s Operation “Private Eye” that led to the successful operation against a big time illegal drug syndicate based in Hong Kong and Macau, headed by CALVIN DE JESUS TAN, which set-up the mega shabu laboratories in Mandaue City, Cebu.
My agent handler throughout the operation is C/INSP MADSGANI M. MUKARAM of the PNP Criminal Investigation and Detection Group, who closely worked with operatives of the Philippine Drug Enforcement Agency (PDEA) and National Philippine Police Anti-Illegal Drugs Special Operation Task Force (PNP-AID SOTF) in the operation codenamed “RED CRYSTALLINE” with two (2) main target personalities” (1)@JOEY (later identified to be CALVIN DE JESUS TAN and who is referred to in his affidavit as JOEY and CALVIN DE JESUS TAN) an (2)@ANTHONY or @ANDY ANG or@SIMON LAO (later identified as HUNG CHIN CHANG and who is reffered to in this affidavit as ANTHONY and HUNG CHIN CHANG).
My first contact with one (1) of the main target personalities transpired sometime in November 2003,somewhere in the city of Makati,Metro Manila,when a friend introduced me to a Chinese named ANTHONY, who described himself as a businessman interested to put up a plastic factory in Cebu and that he looking for a business partner who can facilitate the establishment of the factory and look for suppliers of raw materials needed in the business.More important,ANTHONY wanted a partner who knows the ins and outs of transactions in the Philippines particularly in Metro Manila and Cebu province.
Sensing a good business opportunity and with the thought that I may be able to fulfill requirements set by ANTHONY, I voluntered myself to be his business partner, ANTHONY responded positively to my proposal and immediately scheduled that we meet and talk again after tree (3)days. We also exchanged cellular phone numbers in order to keep in touch with one another.
During our second meeting,Anthony discussed to me that acetone is one of the ingredients needed in the manufacture of plastic products and he instructed me to look for a supplier of acetone and to find a warehouse in Cebu that we could rent in order to store tha raw materials for our business.He added that money is no problem and everything will be paid in cash all my expenses will be taken cared of.
The following day,I informed Anthony that I found a supplier of acetone and a warehouse to be used.Very pleased at my swift action,he told me to meet him. When I met Anthony that day,he handed me schedule of delivery and the corresponding volume of acetone to be delivered then he gave me the full payment for the same plus extra cash for the warehouse and my expenses.The supplier,under the supervision of PCINSP Mukaram and Operatives from PDEA,was contracted as support and given the codename AMIGO.
The following is the schedule of delivery and the volume of acetone deliverd to the warehouse located at#20Lopez Jaena St.,Cebu City as per instructions of Anthony.
December 29,2003———30 pails or 600 liter
January 2,2004————— 50 pails or 1,000 liters
January 5,2004———— —100 pails or2,000 liters
March 12,2004—————7 drums at 200 liter per drum or
A total of 1,400 liters
Within the above listed period of delivery of acetone,Anthony likewise ordered to cause the delivery of 16 large of Hydrogen in the same warehouse.
After the last of the deliveries were made on March 12,2004.I noticed Anthony to be very happy each time we talked and he told me that all tha raw materials in the warehouse were moved and delivered to the plastic factory in Cebu.He also instructed me to prepare my passport because we will go to Hongkong to meet his Big Boss.
Anthony likewise made me open an account so he can send money to me.Thereafter,money is sent to me via my Allied Commercial Bank Account No.1160273622.
On April 2004,I boarded a Philippine Airlines flight bound for HONGKONG. Anthony met me in Hongkong Airport where he gave me an “Octopus” card and a “Hutchison Telecom SIM Card. Then we checked in a hotel. Anthony served as my guide in going to tourist spots and beautiful shops and destinations in Hongkong.I noticed that he spent lavishly in order t make me enjoy my stay.
In the afternoon of 15 april 2004.Anthony and I took a commercial ferryboat to MACAU. When we reach Macau we checked-in at Landmarks Hotel.After a short rest,we went to a night club. I could not recal the name of the place because it was written in Chinese characters but I can identify it if I will be brought back to the area.The night club was managed by a Japanese guy who knows Anthony very well because of the warm reception and vibrant exchange of pleasantries.I got the information that the guy is Japanese from Anthony.
At the night club,Anthony brought me to a table where he made a bow then introduced me to his Big Boss. A Chinese looking guy,who shook my hand and introduced himself to me as Joey. I was surprised when Joey spoke to me in Filipino and told me: “Matagal ako nanirahan sa Pilipinas dati, pero naging mainit ako kaya umalis ako at dito ako ngayon naka-base,” (“I stayed for a long time in the Philippines before but I became “hot item” so I left and made my base here.”) He went on: “Gusto ko iyung trabaho mo.Mabilis at maganda.Balang araw.ikaw ang magiging Boss dun sa Pilipinas.Saka hindi ka Pilipino.wala akong tiwala sa mga Pilipino.” (“I like your work.It was swift and beautiful (sic).Someday you will be the Boss in the Philippines. And besides,you are not Filipino,I don’t trust Filipinos.”)
