SINAMPAHAN si dating Puerto Princesa City Mayor Edward Solon Hagedorn ng 9 counts ng falsification of public documents, 9 counts ng perjury, at 9 counts ng paglabag sa Section 8 in relation to Section 11 ng Republic Act No. 6713, bunsod ng paghahain ng hindi kompletong Assets, Liabilities and Net worth (SALN).
Ayon kay Berteni “Toto” Cataluña Causing, presidente ng Hukuman ng Mamamayan Movement, Inc. (HMMI), at presidente ng Alab ng Mamamahayag (ALAM), complainant sa kaso, sa inihaing SALN, ipinalabas ni Hagedorn na hindi niya pag-aari ang mahigit 50 real properties na pawang nakarehistro sa kanyang pangalan habang siya ay nakaupo bilang alkalde ng Puerto Princesa City mula taon 2004 hanggang 2012.
Kabilang sa nasabing mga ari-arian ang residential land, agricultural land, commercial land, commercial building at residential building sa Brgy. Bacungan, Brgy. Bagong Bayan, Brgy. Bagong Silang, Brgy. Bancao-Bancao, Brgy. Binduyan, Brgy. Cabayugan, Brgy. Irawan, Brgy. Maligaya, Brgy. Manggahan, Brgy. Mangingisda, Brgy. Maningning, Brgy. Masipag, Brgy. Milagrosa, Brgy. Napsan, Brgy. Salvacion, Brgy. San Jose, Brgy. San Pedro, Brgy. Simpocan, Brgy. Sta. Lourdes, Brgy. Sta. Monica, at Brgy. Tagburos, pawang ng Puerto Princesa City.
Binigyang-diin ni Causing na hindi idineklara ni Hagedorn ang nasabing mga ari-arian sa kanyang SALN na may petsang Disyembre 31, 2012 na kanyang sinumpaan noong Abril 19, 2013 at isinumite sa Office of the Deputy Ombudsman for Luzon noong Abril 30, 2013.
Hindi rin idineklara ni Hagedorn ang nasabing mga ari-arian sa kanyang 2011 SALN, 2010 SALN, 2009 SALN, 2008 SALN, 2007 SALN, 2006 SALN, at 2004 SALN.
“Because he has filed his SALN consistently and consecutively in nine (9) years without disclosing the above-listed properties, although which may have been legitimately acquired, it has become very clear that the act of non-disclosing them become deliberate under the principle of the “totality of the circumstances.”
This therefore constitutes acts of making it appear that he did not own, or did not have any interest in, these undisclosed real properties, thereby constituting the crime of falsification for nine (9) counts,” pahayag ni Causing.
“Because the signature in the SALN is deemed by law to be accomplished as sworn and under the penaltites of perjury, it is now deemed that the respondent committed the crime of perjury also for nine (9) counts,” saad sa reklamo.
Nakasaad din sa reklamo na dapat din kasuhan si Hagedorn ng 9 counts ng paglabag sa Sec. 8 in relation to Sec 11 o Republic Act 6713 o “An Act establishing a code of conduct and ethical standard for public officials ang employees.”
Ngunit dahil hindi na public employee si Hagedorn, ang mga kasong kriminal na lamang ang inihain laban sa kanya.
