Terminasyon ng 50% kontrata ng Solar Ph tiniyak ng DOE

INIHAYAG ng Department of Energy (DOE) ang terminasyon ng 21 o kalahati ng kabuuang 42 service contracts na ipinagkaloob ng ahensiya sa Solar Philippines na pag-aari ng businessman na si Leandro Leviste.

Ang pahayag na ito ay ibinunyag ng DOE sa kanilang pagdalo sa pagdinig sa Senate finance subcommittee ukol sa proposed 2025 budget ng ahensiya matapos tukuyin ni Senate President Pro Tempore Jinggoy Estrada na nabigo ang  Solar Philippines na maihatid ang pangako na energy commitments matapos makakuha ng mga kontrata sa pamahalaan.

“Twenty one of the contracts are already being processed for termination because they are not able to deliver the scheduled targets of the work program,”  ani Energy Undersecretary Rowena Cristina Guevara sa pagdinig.

Ayon kay Estrada, kabuuang 473 service contracts ang ipinagkaloob sa iba’t ibang renewable energy companies para magtayo ng solar farms nitong Marso na kailangan ng 32,359 megawatts ng RE supply.

Tinukoy ng senador na ang 10,000 megawatts na ipinangako ng Solar Philippines at kanilang affiliates ay tanging 174.41 megawatts o dalawang porsiyento lamang ang natapos at nakapagsimula ng commercial operations.

“The vast majority of the total commitment have not yet entered the development stage and remain in various phases of pre-development. How will this affect the department’s targets?” tanong ni Estrada kalakip ang Iba-Palawig project, Iba-Palawig 2 project, at San Marcelino phase 3 project.

Ayon kay Guevarra, ang pinakamahirap na hamon sa pagpapatayo ng power facilities ay ang pagkakaroon ng lupa na maaaring bili o upa.

“Previously, possessory rights were not required when we issued service contracts. However, under the new guidelines, developers must have possessory rights before service contracts are granted,” dagdag ni Guevarra.

Kinuwestiyon din ni Estrada kung bakit ang Solar Philippines ay lubhang natagalan sa pagtupad sa kanilang kasunduan sa ilalim ng  service contracts kompara sa ibang developers.

“You know, my conclusion is that while other project developers take an average of around two to three years to develop solar power projects, Solar Philippines and its affiliates have taken more than three years to even take its projects to development phase and much longer for actual construction,” anang senador.

“Bakit masyadong pinagkakatiwalaan itong Solar Philippines? Why do you keep on awarding contracts to them?” tanong ng senador.

Tinukoy ni Guevara na 32,359 megawatts ay sakop ng service contracts na nagawa naman ng ibang developer para maging fully developed o nagawa ang  development na 22,000 megawatts of capacity.

“The remaining 10,000 megawatts depend on Solar Philippines, which could significantly compromise the DOE’s ability to meet its commitment to transitioning to renewable energy. I hope you seriously consider this matter,” wika ni Estrada.

Maging sina Senadora Pia Cayetano at Senador  Sherwin Gatchalian ay sang-ayon sa pananaw na ito ni Estrada ukol sa pagkuwestiyon sa pagkaantala sa commitments sa ilalim ng service contracts.

Binigyang-linaw ni Guevara na ang DOE  ay maglalabas ng bagong sets of terms of reference para sa kanilang mga susunod na succeeding green energy auctions kalakip ang performance ng RE developers bilang qualifying conditions.

“We are going to be issuing the terms of reference soon. The performance or non-performance of projects will be included,” pahayag ni Guevara sa budget hearing. (NIÑO ACLAN)
