DITO ‘di kayang iprayoridad malalayo, matataong lugar (Para sa internet)

INAMIN ng DITO Telecommunity na hindi nila maseserbisyohan ang mga ‘unserved at underserved areas’ dahil sa time constraints at sa CoVid-19 pandemic.

Ang pag-amin ng Dito sa kawalan ng kakayahang iprayorida ang malalayong lugar sa bansa sa ipinangako nitong high-speed internet rollout ay bilang tugon sa hamon ni Senadora Grace Poe na magkaloob din ang third telco ng connectivity sa mga liblib na barangay.

Ipinahayag ito ni Dito Telecommunity’s Chief Technology Officer Rodolfo Santiago sa Senate hearing kamakailan sa renewal ng legislative franchise ng telco.

“Since we’re only given one year to achieve the 37% population coverage, we prioritized areas that are most densely populated. It is quite rational that when our commitments are time-bound, we go to the most optimum way of meeting them,” sabi ni Santiago.

Ang pag-amin ni Santiago ay nagkompirma sa report ng Asia-Pacific industry think tank CreatorTech na ang Dito ay nakapokus sa mga lugar na may malalaking populasyon sa ilalim ng lisensiya nito.

“Dito committed to 37% population coverage in the first year. The easiest way to achieve this would be to focus on high population densities such as the National Capital Region of Metro Manila, Cebu and Davao City. This would still leave the ‘unserved and underserved’ regions of the country no better off, but would ensure the operator does not risk heavy fines for not meeting its commitments,” nakasaad sa report.

Hinamon din ni Senator Poe ang Dito na tuparin ang pangako nitong sasaklawin ang 37% ng populasyon sa unang taon ng kanilang operasyon. Nagwagi ang kompanya sa franchise bid noong 2018 upang maging third telco ng bansa.

“In your commitment, you said you will cover 37% of the population in the first year. I understand you will not be able to set up in all underserved and unserved areas but at least you should be able to present to this committee a few that you’ve already started doing,” ani Poe.

Dagdag ni Poe, nagsumite ang Dito ng listahan ng 7,425 barangays na ipinangako nitong seserbisyohan sa unang taon ng aplikasyon, karamihan dito ay nasa NCR na pinakamadaling paglatagan.

“By strategically fulfilling its commitment to meet the said number of barangays mostly in the NCR area where it’s the easiest way to go about it, Dito is literally giving us the bare minimum of what it committed to do,” dagdag ng senadora.

Bukod sa pag-cover sa 37% ng  populasyon sa loob ng unang taon ng operasyon nito, ang Dito ay nangako rin na magkakaloob ng 27 mbps minimum average internet speed sa 84% ng populasyon sa loob ng limang taon. Kinailangan ng telco na ipagpaliban ang nakatakdang technical launch nito noong nakaraang Hulyo ng anim na buwan dahil sa pandemya.

Gayonman, iginiit ng kompanya na nasa target pa rin ito para sa kanilang commercial launch sa Marso ng susunod na taon.
