Puna ni LTO Chief Guadiz sa LTO IT contractor mali

DUMEPENSA ang information technology (IT) contractor ng Land Transportation Office (LTO) sa hepeng si Teofilo Guadiz matapos niyang punahin ang mabagal na sistema ng Land Transportation Management System (LTMS), na apektado ang transaksiyon sa mga LTO offices.

Ayon sa Dermalog, ang IT Company na bumuo ng LTMS system, ang online portal ng LTO, nabigla sila sa negatibong pahayag ni Guadiz dahil kung titingnan ang mga transaksiyon sa LTO ay naging maayos at mabilis ito kompara sa dating sistema sa ilalim ng Stradcom.

Ayon kay Dermalog Spokesperson Atty. Nikki De Vega, mismong ang LTO ang nagsabi sa mga isinagawang tests na mabilis ang kasalukuyang LTMS system bukod sa walang dagdag gastusin dito ang publiko.

“The current LTMS system, has proven to be faster by tests conducted by the LTO comparing LTMS to the previous system provided by STRADCOM. While under the previous system, STRADCOM charged the public computer fees which resulted in billions of pesos of collections for the private company — under the new LTMS system, these are now free to the public. On top of this, LTO’s new LTMS system also minimized the human intervention in the encoding of data of the LTO offices which reduces the potential for corruption” ayon kay De Vega.

Nang maitalaga si Guadiz sa LTO ay agad nitong sinita ang Dermalog at nanawagan sa ibang IT providers na magpartisipa sa posibleng bidding ng system operation ng LTO.

Partikular na iniaangal ni Guadiz ang mabagal na pagproseso sa driver’s license applications na inaabot ng isang linggo na dati ay dalawang oras lamang.

Paliwanag ni De Vega, ang nararanasang delay sa ilang transaksiyon sa LTO offices ay hindi dahil sa Dermalog kundi dahil sa hindi pa rin naitu-turnover ng Stradcom ang database para maisama sa LTMS system.

“The delays in turnover of the legacy database held by the old IT provider, STRADCOM, requires LTO personnel to perform unnecessary encoding to create the records in LTMS. While there were records previously provided, the records were found to be incomplete and faulty. LTO personnel had to perform manual corrections and encode missing information which resulted to prolonged processing time and inconvenience to the transacting public,” giit ni de Vega.

Aniya, kung ang new registrations at renewals ay naisama na lahat sa LTMS ay maiiwasan ang delay.

Desmayado ang Dermalog kay Guadiz dahil imbes sa kanila unang ilapit ang isyu ay binanggit ito ng opisyal sa isang press conference.

“As LTO’s IT partners, we wished he communicated directly with us, instead of resorting first to the media, especially since our office is just above his office in the LTO compound,” dagdag ni De Vega.

Nabatid na taong 2018 nang maiaward ng LTO sa Dermalog ang Road Transportation IT Infrastructure Project o LTMS system. Ayon kay Vega mula nang i-turnover nila sa LTO ang proyekto noong December 2021 ay wala silang nakitang problema sa online system nito.
