Pharmally ‘una’ sa 30 kompanyang sumungkit ng P27.4-B (Sa P65.19-B Bayanihan 1 & 2 funds)

NANGUNA ang Pharmally Pharmaceutical Corp., sa 30 kompanyang nakasungkit sa gobyerno ng 42% ng kabuuang pandemic contracts na nagkakahalaga ng P27.4-B.

Ayon sa special report ng Right to Know, Right Now Coalition (R2KRN), ito’y pinakamalaking bahagi ng kabuuang P65.19-B kontrata na pinaghatian ng 7,267 suppliers mula Marso 2020 hanggang Setyembre 2021.

Ang ulat ng R2KRN ay batay sa nirepasong pandemic contracts sa official database na Government Procurement Policy Board (GPPB) at ng Philippine Government Electronic Procurement System (PHILGEPS).

        “By all indications, though, the contracts were awarded in a rushed, erratic, and in many instances irregular manner to only a few suppliers evidently favored by some procuring agencies,” pahayag ng R2KRN.

“Curiously, too, a significant number of the contracts covered goods and equipment that could not pass as pandemic-response items at all.”

Nakasaad sa report na ang total value of contracts na naipagkaloob sa top ten firms ay:

1.  Pharmally Pharmaceutical Corp. (P10.85-B)

2.  Xuzhou Construction Machinery Group Imp. And Exp. Co., Ltd. (P1.9-B)

3.  Phil Pharmawealth, Inc. (P1.81-B)

4.  Hafid N’ Erasmus (P1.46-B)

5.  Sunwest Development and Construction (P1.32-B)

6.  Biosite Medical Instruments (P783-M)

7.  JV of Sunwest Construction and Development Corp. (P764-M)

8.  Ferjan Healthlink Philippines (P730.7-M)

9.  Bowman Technologies, (P689.7-M)

10.   SL Agritech Corp. (P674.4-M)

Ilang construction firms ang nakatala sa top 30 sa GPBB, kasama ang pangalawang most awarded company na China-based Xuzhou Construction (XCMG) at Shanghai Puheng Medical Equipment Co., Ltd. Na nasa ika-26 puwesto.

Anang koalisyon, ang XCMG ay binuo noong 1989 bilang isang state-owned international company at pangunahing gumagawa ng heavy machinery.

Pinuna rin ng R2KRN ang top-10 supplier Sunwest Development and Construction na pagmamay-ari ng pamilya ni Rep. Elizaldy Co (Ako Bicol party-list) na nakatala rin bilang founder ng Sunwest Group Holding Co. Inc.

“A Triple-A construction company, Sunwest Construction secured from the Duterte administration the P708-million contract to build landslide facilities for the Bicol International Airport in Daraga, Albay, in December 2016,” anang R2KRN.

“Earlier, in July 2016, the Department of Public Works and Highways had also awarded Sunwest Construction other contracts, including the P91.6 million for the construction of the Mayon Eco-Park Road in Sto. Domingo, Albay.”

Sa top 20 suppliers, ayon sa koalisyon, apat lamang ang may registration documents sa Securities and Exchange Commission (SEC).

Ito’y ang Pharmally, Biosite Medical Instruments, No. 6, NIKKA TRADING, No. 13, at Philippine Blue Cross Biotech Corporation, No. 19.

“A secret to how and why these top suppliers managed to romp away with millions to billions of contracts lies in the simple things: a comma, a period, a word in singular or plural form, a word abbreviated or spelled out, or a name set in all caps or in caps-and-lower case,” sabi ng R2KRN.

“It is a secret that reveals, too, the multiple errors and major questions that could be raised about the integrity and quality of the information lodged in the GPPB database.”

Wala pa anilang tugon ang GPBB, ang Department of Budget and Management at Procurement Service-DBM sa napunang mga pagkakamali ng R2NRN sa database kabilang rito ang 15 iba’t ibang pangalan ng Phil Pharmawealth, ang third-most awarded at top-four supplier Hafid N’ Erasmus na may ‘five variants.’

Habang ang ika-lima at ika-anim na Sunwest at Biosite ay nakalista rin sa iba’t ibang pangalan.
