ISINUMBONG ng isang Filipino-Chinese contractor kina Pangulong Rodrigo Duterte at Senate President Vicente Sotto III ang umano’y nagaganap na katiwalian sa mga ‘foreign-assisted projects’ ng Department of Public Works and Highways (DPWH).
Sa mga liham na ipinadala ng isang nagpakilalang Jingxy Fu, ng China Gezhouba Group Corporation Limited, na may tanggapan sa High South Corporate Tower, 26th St., corner Avenue, Bonifacio Global City, Taguig City, sa Office of the President noong 16 Hulyo 2020 at sa tanggapan ni Sotto, noong 20 Hulyo 2020, sinabi nito nais niyang ipabatid sa mga naturang opisyal ang nagaganap na aniya’y ‘severe syndication and corruption’ sa mga foreign assisted projects ng DPWH.
Partikular na tinukoy nito ang Rio de Grande Mindanao project na nagkakahalaga ng P30,322,381,952.44 na halaga ng foreign loan.
“Usec Emil K. Sadain, CESO 1 for UPMO Operational and Technical Services of DPWH along with his “Partner” inside is behind the syndication and illegal contracting of the foreign projects. He is also accountable in pursuing the Chinese embassy to be repeatedly recommending their contracted bidder because he will receive a 15% kickback that is delivered in his main office and to be received by his Partner,” sumbong ni Fu.
“He is granted the power to do this which is why he is confident by the DPWH Sec. Mark Villar, Mr. Escandor, Presidential Son Paulo Duterte and Mr. Jacky Pong of the POGO Industry,” aniya.
Ani Fu, sa isang pre-bidding, nilapitan umano sila ng Sinohydro Corp. of China at sinabihan na ang proyekto ay para sa China Geo and China State Construction Company dahil naglabas na sila ng 2% cash advance para rito.
Inimpormahan pa umano sila na ang lock-in fee nito ay 15% ng halaga ng proyekto kaya’t labis anila ang kanilang pagsisisi na nagbayad sila ng P300 milyon sa tanggapan ni USec. Emil Sadain.
Hiniling rin niya sa pangulo at sa senador na maimbestigahan ang isyu.
“Dear senator we ask for your help to investigate this matter because the ODA BARMM Projects is for their favored Chinese engineering firms,” hiling nito.
“There is definitely no transparency in this project even if it is a loan that will be paid by the Filipino people and yet the persons involved are rejoicing because of the amount that they will receive,” aniya pa.
Nabatid na naka-attached din sa liham na ipinadala ni Fu sa tanggapan ni Sotto ang mga ebidensiya ng sinasabi niyang korapsiyon na nagaganap sa proyekto.
