Ganyan natin mailalarawan ang tila special treatment ng PNP Aviation Police sa Ninoy Aquino International Airport (NAIA) domestic terminal 2 kay APEC Party-List congressman Sergio Dagooc nitong nakaraang Huwebes ng hapon nang siya ay humirit ng “bomb joke” kaugnay ng kanyang bagahe.
Nakatakdang bumiyahe si ‘tong’ este Cong. Dagooc sa Cagayan de Oro sakay sana ng PAL flight PR2525 dakong 4:40 pm.
Sa PAL check-in counter, sinabi kay Dagooc ng passenger service agent na si Ms. Pearl May Lansang na labis ang kanyang bagahe ng 4 kilos mula sa pinapayagang 7 kilos.
Siyempre hinanapan ng identification card si congressman ng passenger service agent bilang bahagi ng check-in process sabay tanong kug ano ang laman ng kanyang bagahe.
Sinagot ng party-list congressman na mga damit ang laman ng luggage.
Sinundan ito ng tanong na, “Ano pa po?” na pabirong sinagot ni Dagooc ng “bomba.”

Ignorante ba sa batas ang mambubutas ‘este ang mambabatas na si Dagooc?
Kaya naman dali-daling ipinaalala ni Lansang sa kanyang supervisor ang insidente.
Agad dinala si Dagooc sa Philippine National Police – Aviation Security Group office para roon imbestigahan.
Pansamantalang pinigil si Dagooc sa tanggapan ng Aviation police pero dakong 10:40 pm nang araw na iyon ay pinawalan siya ng mga pulis.
Pinawalan si Dagooc ng Aviation police dahil alinsunod umano sa Art. VI, Section 11 ng 1987 Constitution, “(a) senator or member of the House of Representatives shall be in all offenses punishable by not more than six years imprisonment, be privileged from arrest while the Congress is in session.”
Only in the Philippines lang talaga na ang mga deklaradong batas ay nag-aaway-away sa pagpapakahulugan at pagpapatupad nito.
Samantala, sa Section 1 ng Presidential Decree 1727, sinasabing: Any person who, by word of mouth or through the use of the mail, telephone, telegraph, printed materials and other instrument or means of communication, willfully makes any threat or maliciously conveys, communicates, transmits, imparts, passes on, or otherwise disseminates false information, knowing the same to be false, concerning an attempt or alleged attempt being made to kill, injure, or intimidate any individual or unlawfully to damage or destroy any building, vehicle, or other real or personal property, by means of explosives, incendiary devices, and other destructive forces of similar nature or characteristics, shall upon conviction be punished with imprisonment of not more than five (5) years, or a fine or not more than forty thousand pesos (P40,000) or both at the discretion of the court having jurisdiction over the offense herein defined and penalized.”

Pero bakit pinawalan ng PNP Aviation police?
Mismong ang PAL ay kinompirma ang insidenteng kinasasangkutan ni Dagooc.
Ayon kay PAL spokesperson Cielo Villaluna, naghain sila ng reklamo sa pamamagitan ng kanilang abogado ng paglabag sa Presidential Decree 1727 (anti-bomb joke law) pero ini-release umano ng PNP Aviation Security Group ang congressman dakong 10:48 pm gamit nga ang rason na isinasaad sa Article 6, Section 11 ng 1987 Constitution.
Hindi natin personal na kilala si Rep. Dagooc, pero klaro sa insidenteng ito na tila may kinikilingan ang batas.
Hindi ba’t hindi iilang ordinaryong overseas Filipino workers (OFWs), turista at simpleng mamamayan ang nag-bomb joke pero imbes makarating sa bansang patutunguhan sa kalaboso natuloy?
At hindi lang pansamantalang napigil, nasampahan pa ng asunto.
E bakit kapag mambubutas ‘este mambabatas, carry lang na palayain at huwag sampahan ng asunto?!
