NABUDOL ang Senado sa maling address na ibinigay ng Pharmaly Pharmaceuticals top executives kaya hindi naisilbi ang subpoena para dumalo sa pagdinig kaugnay sa nakorner nitong P9-bilyong overpriced medical supplies.
Nabatid ng Senate Office of the Sergeant-At-Arms (OSAA), tatlong taon na palang bakante ang 14-A One McKinley Place sa Bonifacio Global City, ang nakalistang address nina Pharmally Pharmaceuticals – CEO Huang Tzu Yen at treasurer Mohit Dargani.
Ngunit batay sa dokumentong Notice of Award and Contract Agreement ng Procurement Service – Department of Budget and Management (PS-DBM) noong 22 Abril 2020, ang address ni Dargani na authorized representative ng Pharmally Pharmaceutical ay Unit 08 and 09, 22nd Floor, Fort Victoria Tower B, 5th Ave., cor 23rd St., Rizal Drive, Bonifacio Global City Drive, Fort Bonifacio Drive,Taguig, Metro Manila.
“ After conducting evaluation of the proposal, the Procurement Service has determined your proposal as the Best and Most Responsive Proposal for the Supply and Delivery of Testing kits for COVID-19 Response for the Department of Health based on your best and final offer as submitted in response to RFO No. MDC-RFO-20-03-14 received and evaluated on April 21 2020” ayon sa dokumento.
Ipinagkaloob ang kontrata sa Pharmally upang mag-supply ng 8,000 PCR Kit, BGI-Real Time fluorescent RT-PCR-kit for detecting 2019-nCov, 450 test/kit Catalogue no. HW 5105 sa presyong P75,000 per kit at may suma total na P600-M.
Ang 8,000 kits ay isang bagsak na idineliber pitong araw matapos ang paglabas ng purchase order sa PS-DBM Main Warehouse.
Ang naturang kontrata ay nilagdaan nina noo’y PS-DBM head Lloyd Christopher Lao at Dargani noong 23 Abril 2020.
Noon rin 14 Abril 2020 ay nasungkit ng Pharmally ang isang pang kontrata para sa mag-supply ng 2,000 piraso ng “A*Star Fortitude Kit 2.0 COVID-19 RT-PCR Test,200 tests/kit” na may unit price na P344,000, may kabuuang halagang P688-M.
Nakasaad sa Notice of Award and Contract Agreement na may Contract No. PS-CP-20-03-16, ang delivery ay gagawin ng Pharmally na 150 kits kada linggo mula 01 May hanggang 31 Hulyo sa PS Main Warehouse.
Pirmado ito nina Lao at Dargani noong 23 Abril 2020.
Sa ikatlong pagkakataon noong 14 Abril 2020 ay nakuha rin ng Pharmally ang kontrata para sa supply ng 2.4 milyong piraso ng surgical mask sa presyong P22.50 kada isa na may kabuuang halagang P54-M na ang date of delivery ay 17 Abril 2020 sa PS Main Warehouse.
Nilagdaan ang kontrata nina Lao at Dargani noong 14 Abril 2020.
Idineklara ni Pangulong Rodrigo Duterte ang kauna-unahang enhanced community quarantine (ECQ) sa Metro Manila noong 14 Abril 2020 at epektibo kinabukasan.
Ibig sabihin, nang araw na idineklara ang ECQ, nakorner na ng Pharmally ang tatlong kontrata para sa medical supplies na nagkakahalaga ng P1.342 bilyon.
