Sa Panahon ni Digong: The End of Endo

SA kabila nang babala ni Pangulong Rod-rigo Duterte laban sa mga kompanyang ipinapairal ang sistemang ‘endo’ pinag-aaralan ng Department of Labor and Employment ang pagbibigay ng insentibo sa mga negosyante para mapatigil na ang laganap na kontraktuwalisasyon sa hanay ng mga manggagawa.

Sa panayam ng Hataw kay labor secretary Silvestre ‘Bebot’ Bello III, ipinaliwa-nag ng kalihim na kailangan makahanap ang pamahalaan ng polisiya para makom-binsi ang corporate world na ipatupad ang batas sa paggawa ukol sa seguridad ng kanilang mga empleyado.

Ayon sa batas, labag ang ‘endo’—ang palasak na termino para sa kontraktuwalisasyon na itinuturing na ilegal na pagtanggap ng mga trabahador.

“There is a need to carefully study the proposal of some labor groups to criminalize the hiring of contractual workers. We have to study that very, very carefully because it might be too harsh to criminalize contractualization,” punto ni Bello.

“To me, initially, off hand, my position would be just the administrative penalty. Like closure and cancellation of permit,” dagdag niya.

Binanggit ng kalihim ang posibleng pagsasara ng isang kompanya na mayroong mahigit 500 empleyado, na ang karamihan ay nagrereklamo dahil sila umano’y underpaid.

“The complainants came to us, saying they were underpaid. Their salary is P200 per day. This is clear violation of the minimum wage law… If these are verified we will enforce the penalty as provided by law,” anito.

Para maiwasan umano ang posibilidad na magsara ang ilang kompanya, na ma-giging kawalan naman ng oportunidad para sa empleyo ng ating mga kababayan, imumungkahi ni Bello sa mga negosyante na bibigyan sila ng mga tax incentive para hindi sila maapektoha nang lubusan kung susunod sa pagbabawal sa kontraktuwalisasyon. Mariin ang pag-ayaw ni Pangulong Duterte sa umiiral na sistemang ‘endo’ at nagbabala siyang isusunod niya ang problema rito sa isinasagawang digmaan laban sa kriminalidad at ilegal na droga.

“I’m telling this to you. I’m just issuing a warning. You choose: Stop contractualization or I kill you,” wika ng punong ehe-kutibo sa mga miyembro ng Parish Pastoral Council for Responsible Voting (PPCRV)  sa Malacañang nitong Miyerko-les ng gabi. “You know why? I can utter things like that. I am [the] President. I have immunity. I can summon you. I will shoot you [and order] ‘Bring him to the funeral parlor. You’re making me angry,’” dagdag niya. “I will call you here. I’ll slap you one by one. I’m used to that. I really kick people. Believe me. Even policemen in Davao. Nobody was exempted.”
