Anomalya sa BIR-ICC

ANG Bureau of Internal Revenue (BIR) ay magsasagawa ng isang malaking imbestigasyon sa applicants registration sa BIR at sa Bureau of Customs (BoC) sa pagbibigay ng Import Clearance Certification (ICC) sa kanila as a requirement imposed by BoC para sa mga lehitimong importers.

Ito ay good only for three years, upang makasiguro na walang loopholes in importation procedures as part of the present reform at customs and mandated by Department of Finance (DoF) to curb smuggling and corruption.

Dahil kasi sa nakaraang panahon pawang fictitious importers ang nakarehistro sa customs at karamihan sa kanila, consignees/company na ‘FOR HIRE’ gamit ng ilang importers na hindi accredited sa BoC.

Ang mga na-approved ng BIR ngayon ay isusumite or to be submitted afterwards to Customs under Account Management Office (AMO) that ended last July 31, 2014 with a total of 7,326 importers registered.

BIR requested AMO, na ibalik ang folders from February to June sa kanila for verification dahil may reliable information sila that most of the IMPORT CLEARANCE CERTIFICATE ay nahaluan ng FAKE ICC.

At nakita na may katotohanan nga na nasalisihan ang BIR kaya ipinag-utos ang imbestigasyon to identify persons involve in the said anomaly at tiyak na may mananagot.

Isa pang kinahaharap na problema sa accreditation, ang reklamo at pag-file ng kaso ng mga organisasyon ng stakeholders sa Ombudsman na ang mga hinihingi raw na requirements ng DOF,BIR, at BoC are not required by Law.
