DTR dinoktor ng 2 BI official sa Clark (Pinakakasuhan sa Ombudsman)

HINILING ng concerned employees ng Bureau of Immigration (BI) kay Ombudsman Conchita Carpio Morales na imbestigahan at kasuhan ang dalawang opisyal ng Bureau of Immigration sa Clark International Airport, Clark Free Port Zone, Pampanga, bunsod ng pagdoktor sa daily time records.

 Batay sa inihain ng reklamo ng ilang mga empleyado ng BI, kinilala ang mga inireklamo na sina Ma. Angelica de Pedro Immigration Officer 1 at nakatalaga bilang deputy head supervisor, at Elsie B. Lucero, head supervisor ng BI, kapwa ng Clark International Airport.

Anila, ang dalawa ay dapat sampahan ng kaukulang kaso dahil sa paglabag sa Article XI, Section 12 ng Philippine Constitution na nagsasaad na “official act or ommission which is alleged to be the illegal, unjust, improper or inefficient, and pursuant to the current anti-corruption drive in the Bureau of Immigration (BI) for honesty and more efficient public service”.

Nilabag din umano ng dalawa ang Article 171 ng Revised Penal Code on falsification by public officer, employee or notary or ecclesiastic minister; R.A. No. 6713 o The Code of Conduct and Ethical Standards of Public Officials; at Executive Order no. 292 o The Administrative Code of the Philippines.

Salaysay ng grupo, dinoktor ni de Pedro ang kanyang daily time record (DTR) sa buwan ng Oktubre 2014 taliwas sa actual daily time record of entries.

Halimbawa anila, noong Oktubre 22, 2014, sa naka-file na DTR form No. 48 ni Pedro, nakasaad na pumasok siya ng 8 a.m. at lumabas ng 6 p.m. Ngunit ang nakatala sa actual daily time records ay pumasok siya ng 9 a.m.

Habang noong Oktubre 23, 2014, ang naka-file ay pumasok siya ng 8 a.m. at lumabas ng 6 p.m. ngunit ang totoo, siya ay lumiban at tanging kanyang lagda ang noong Oktubre 24.

Dinoktor din umano ni Pedro ang kanyang DTR noong Oktubre 24, 30, at 31, 2014.

“We earnestly request for urgent investigation and prosecution of the subject including Elsie B Lucero, head supervisor, Clark International Airport (CIA), Bureau of Immigration (BI) who have participated in the commission of the act by signing the aforesaid erroneous document and for administrative infractions to the prejudice and detriment of public services, other legal or equitable relief,” pahayag ng grupo.
