This is in connection with your article on Rock Energy International Corp (REIC) last March 26, 2014.

REIC is duly licensed company in the distribution of coal to manufacturing industries. Our company is compliant with all the rules and regulations in the handling of coal as a source of energy in the manufacturing and canning of sardines, a basic staple food that is still affordable. All fish canning companies shifted to the use of coal as a source of energy in generating steam in the in the manufacturing process. This is the reason why canned fish is still affordable to a large number of our countrymen.
For your information, a 10-ton boiler of steam that uses bunker oil will incur a monthly fuel cost of P12 million a month. For the same steam boiler using coal, the monthly energy cost is reduced to P5Million a month. In Metro Manila, there are six (6) companies distributing “steam coal” to the manufacturing industries in Bulacan, Laguna, Cavite, Batangas and Quezon. Rock energy is one (1) of the six (6) companies in the manufacturing industry.

UNA, nais ko pong ituwid ang impormasyon ni Ms. Tagumpay, tapos na po ang panunungkulan ng inyong lingkod bilang Pangulo ng National Press Club, dalawang taon na ang nakararaan.
Ikalawa, minabuti po natin ilathala nang buo ang liham na ipinadala ng Rock Energy International Corp., sa ngalan ng patas na pamamahayag.
Kung ‘yan po ang sinasabi ng REIC, karapatan po nila ‘yan. Karapatan nilang ipagtanggol ang reputasyon ng kanilang kompanya at hindi natin sila pipigilan.
Pero, heto naman po ang tanong natin: “Bakit ipinasuspendi ng management ng Navotas Fish Port Complex (NFPC) ang operation ng REIC sa kanilang coal unloading and distribution sa loob mismo ng nasabing compound, nito lamang Marso 18 (2014)?”
At ‘yan ay batay sa MEMORANDUM na ipinadala ni NFPC general manager Eduardo Chu kay Secretary Proceso Alcala ng Department of Agriculture.
Sa Memo, inilinaw ni Chu na ang orihinal na kontrata ng REIC noong 1998 ay para sa shipping at shipping repair operations.
Noong October 2007, nag-request sila ng inclusion ng coal warehousing dahil umano sa kanilang kontrata sa Philippine National Oil Company (PNOC).
Pero nitong Marso 18 (2014), sinuspendi nga ng NFPC ang operation ng REIC at sister company na Sealoader Shipping Corp., dahil sa hindi pagbabayad ng tamang tariff (Customs) para sa imported petroleum coke (pet coke).
Kasunod nito, dahil ang dalawang kompanya ay nasa industriya na ng imported coal, kinailangan na inspeksiyonin muli ang kanilang environmental compliance.
Nitong Marso 21 (2014), ang NFPC management kasama ang kanilang Pollution Control Officer ay nagsagawa ng inspeksiyonin sa nasabing kompanya at natuklasan na mayrooong pagkukulang sa kanilang environmental compliance.
Pero dahil walang sanctions ang NFPC sa isyu ng environmental compliance, minabuti ni Chu na padalhan ng memorandum si Secretary Alcala.
Kung pag-aaralan natin ang sulat ng REIC sa inyong lingkod at ang memorandum ng NFPC kay Secretary Alcala, mayroong hindi tugma o sabihin na natin mayroong nagsisinungaling sa isyung ito.
Kung mayroon environmental certificate compliance ang REIC mula sa DA/DENR, kailan pa ang bisa n’yan?!
‘Yan ba ‘yung una ninyong environmental compliance certificate (ECC), o bagong isyu lang?!
Kung ‘yan ‘yung LUMANG ECC, aba ‘e hindi po iyan ang kinukwestiyon ng mga residente at iba pang negosyante sa nasabing lugar.
Ang itinatanong nila, bakit hanggang ngayon ay mayroon pa rin COAL WAREHOUSING sa NFPC gayong ang nababagay sa lugar na ‘yan ay industriya ng pagkain dahil FISH PORT nga iyan.
Binigyan ba sila ng bagong ECC ng DA/DENR gayong ang alam nilang katabi n ‘yan ay pagawaan ng sardinas habang sa kabilang ibayo ay power plant?!
Ano ‘yan, gagawin bang TINAPA ng REIC ang mga isda d’yan sa NFPC?!
Hindi tayo tutol sa hanapbuhay ng Rock Energy pero mayroon namang tamang lugar o zoning sa bawat negosyo, ‘di po ba DA Secretary Procy Alcala?!
Pakialaman na rin dapat ng Department of Health (DoH) ang isyung ‘yan sa REIC para sa kalusugan ng mga mamamayan d’yan sa Navotas.
