Mantakin ninyo Government Service Insurance System (GSIS) bumili ng worth P25.132-million Tamiflu? Ito po ‘yung 476,300 capsules ng Oseltamivir or Tamiflu – isang anti-viral drug to treat and prevent influenza – noong 2006.
E bakit GSIS ang bumili hindi ang Department of Health (DOH)?!
Kaya ngayon, iniutos ng Commission on Audit na imbestigahan ang pagbili niyan ng GSIS.
Hindi kasi nila matanggap ang katuwiran nina Garcia at iba pang GSIS officials na ang pagbili daw nila ay “in good faith” para proteksiyonan ang kanilang mga opisyal laban sa possible outbreak ng Avian Influenza.
Sabi ng COA, “The procurement of Oseltamivir capsules by the GSIS was properly disallowed, being an unnecessary and irregular expenditure of government funds.
“It must be emphasized that the fund of GSIS is a social insurance fund, which shall be used to finance the benefits administered by the GSIS. The procurement of medicine for the treatment of afflicted GSIS members is not a benefit that is being administered by GSIS.
“Moreover, no national emergency was declared by the President of the Philippines as to the outbreak of Avian Influenza in the country at the time the medicine was purchased. Thus, there is no urgent necessity for the procurement thereof.”
O ‘yan klarong-klaro ang pahayag ng COA.
Kinuwestiyon din ng COA kung bakit ang kontrata ay iginawad sa United Laboratories Inc., nang walang public bidding, malinaw na paglabag umano sa Republic Act 9184 (Government Procurement Reform Act).
Kaya bukod kay Garcia, pinagpapaliwanag at ipinababalik ng COA ang nasabing halaga kina GSIS Board of Trustees members Bernardino Abes, Jesse Andres, Daniel Gutierrez, Reynaldo Palmiery at Jesus Santos, ganoon si dating GSIS vice president for medical services Angel Concepcion Jr., vice president for general accounting and budget administration for central office Esperanza Fallorina, senior vice-president for administration group Concepcion Madarang at executive vice-president for operations Consuelo Manansala.
E naku, ‘yang P25.132 milyones na ‘yan, kayang-kayang pag-ambagan ‘yan ng 10 dating opisyal ng GSIS ‘yan.
Chicken na chicken sa kanila ‘yan.
